- National Cancer Institute (NCI), Office of the Director (OD) plans to procure on a sole source basis with Ms. Donna O?Brien, Garden City, NY, 11530 to provide recommendation and guidance on implementation strategies for the NCI Community Cancer Centers Program (NCCCP). The supplies and services herein are commercial as described in FAR Part 2 and the supplies and services are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The North American Industry Classification System Code is 541990 and the business size standard is 500 employees. The National Cancer Institute (NCI) is developing a program to accelerate the delivery of cancer care and research in community-based locations through the development of an NCI Community Cancer Centers Program (NCCCP), which will enable the provision of state-of-the-art, multi-specialty care and early phase clinical trials. The program will improve the reach to 80-85% of cancer patients across the country who do not have access to NCI-designated Cancer Centers. The focus will be on creating sustainable programs to improve outcomes for: 1) prevention, screening, and treatment; 2) increased participation in clinical trials (provide access to the earliest phase of translational research); 3) a reduction in healthcare disparities; 4) increased participation in biospecimen initiatives to further translational research opportunities; and 5) advancement of NCI/HHS initiatives for Health Information Technology. Implementation strategies are needed to convert concepts into functional tasks for the sites, as well as for NCI program staff who will be facilitating implementation at the sites. Participation in evaluation components and communication strategies is also required. Contractor requirements: The below supplies/services are required for this acquisition: 1) Support the finalization of the NCCCP program plan according to the established schedule through research of existing programs, participation in internal NCI meetings to formulate the program, and incorporation of aspects of current NCI programs; 2) Finalize the pilot model to include pilot requirements, pilot selection, the development of goals and metrics for each pilot location; 3) Develop a strategy to implement the pilot requirements, including details across the various components of the program that are needed over time to achieve the objectives of the program; 4) Develop and finalize the NCCCP evaluation program plan; 5) Recommend content for an orientation/launch for the pilot; 6) Oversight of the pilot launch and ongoing monitoring through the development of metrics for reporting by the pilot site reports, recommendation plans and schedules for reporting progress; 7) Develop of a structure and program for knowledge transfer among and between pilot participants; 8) Provide ongoing linkages with community health care providers as necessary to support the goals of the pilot program through active communication and reporting; 9) Develop communication strategies and information needs as well as when the pilot sites are launched; 10) Provide input on implementing a structure and process for advisory committee oversight of this effort based on extensive experience leading group processes for transformational change for large and complex initiatives/projects; 11) Provide recommendations and guidance for an approach to initial organizing of the remainder of year one and extension into year two?s activities; 12) Provide recommendations and guidance into the level of support/coordination required to accomplish all elements of the program plan for the pilot; and 13) Provide recommendations and guidance, based on extensive experience with community hospital networks, on the formation of a network approach to this new program and methods to launch and support this network. To perform this work a contractor must meet the following minimum qualifications: 1) Health Administration background of 20 or more years; 2) Leadership experience in the operations and management of health systems, networks and partnerships; 3) Experience in coordinating and integrating multi-organizational health systems; 4) Experience with community-based health care facilities; 5) Expertise in overseeing complex healthcare systems with large budgets and staff; 6) Demonstrated skills relating to quality improvement and results-based performance metrics in health care delivery; and 7) Experience in strategic planning, compliance and advocacy relations are required to develop this plan. Period of Performance: Twelve (12) months upon date of award. Ms. Donna O?Brien is a professional in the field of health administration. She has over 20 years of leadership experience in the operations and management of health systems, networks and partnerships. A key achievement during her career involved leading a systems formation and integration for a health care organization that included five hospitals, four nursing homes, home care and hospice, a special needs organization and senior housing. She has expertise in overseeing complex healthcare systems with large budgets and staff. Ms. O?Brien?s experience and knowledge in the specific aforementioned areas of health care make her ideal for developing a plan to expand NCI?s clinical research program, particularly to community-based local hospitals and clinics. Ms. O?Brien has essential expertise in coordinating and integrating multi-organizational health systems into health service networks. She has unique capabilities related to quality improvement and results-based performance metrics in health care delivery. Her experience in strategic planning, compliance and advocacy relations are required to develop this plan for NCI. As Chair of the Information Technology Steering Committee at Christus Health System in Texas, she gained an understanding of the importance of common; standardize bioinformatics in designing an expanded community-based clinical research program. Ms. OBrien is the only known source with the appropriate expertise and knowledge of NCI who can fulfill the NCI?s requirements within the time specified. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EDT April 13, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
