Description
SCOPE OF WORK FOR CHARTER FLIGHT SERVICES BETWEEN COAST GUARD AIR STATION TRAVERSE CITY, MI AND COAST GUARD AIR FACILITY WUAKEGAN, IL 1.1 WORK COVERED BY CONTRACT: The contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to perform the work as described herein. All work shall be conducted per this scope of work and all applicable Federal, State, and local laws, regulations, codes and directives. This summary is not all-inclusive and delineates only those work items deemed as major to the contract. Ancillary work items not listed below, though necessary to attain the completed project, shall be included in the contract. 1.2 REFERENCES: The publications listed below form a part of the specification to the extent referenced. Refer to the latest editions. 1.2.1 Code of Federal Regulations (CFR) 135 CFR 1.3 SCOPE OF WORK: Air charter services for air transportation of six (6) passengers, originating in Traverse City, MI to Waukegan, IL and return to Traverse City, MI for a total of two (2) one-way trips and fourteen (14) round trips, with the option to extend this service for three additional trips. The contract will also exercise the option for renewal of services for a three-year period. 1.4 DETAIL ITEMS OF WORK 1.4.1 Passengers departing from Cherry Capital Airport, Traverse City, MI will be picked up at the U.S. Coast Guard hanger at 1175 Airport Access Road, Traverse City, MI 49686. They will be transported by plane to the U.S. Coast Guard Air Facility Waukegan Airport at 2440 W. Air Lane, Waukegan, Il 60087. Passengers returning from Waukegan will be delivered to the U.S. Coast Guard hangar at 1175 Airport Access Road, Traverse City, Mi 49686. 1.4.2 Each trip departing from Traverse City, MI to Waukegan, IL will depart Traverse City, MI at approximately 12:00 noon. The return trip from Waukegan, IL to Traverse City, MI is required immediately upon loading of passengers returning to Traverse City, MI from Waukegan, IL. In the event those passengers are detained due to operational commitments, the return trip from Waukegan, IL to Traverse City, MI will delay (not to exceed 4 hours) until those passengers are available and loaded. 1.4.3 The first flight required will require only transporting passengers one-way from Traverse City, MI to Waukegan, IL on Friday, May 25th, 2007. 1.4.4 The first round trip flight is scheduled for Wednesday, May 30th, 2007. 1.4.5 All other round trip flights are required every Wednesday. 1.4.6 The final flight required will be one-way, transporting passengers from Waukegan, IL to Traverse City, MI on Tuesday, September 4th, 2007. The contractor must be flexible if this final date shifts from Tuesday to Wednesday, September 5th, 2007. Advance notice will be given if this is necessary (prior day notice). 1.4.7 This service would also exercise the option to extend the charter flights for an extended period with flights on September 12, 19, and 26 as dictated by operational needs. The contractor will be notified if the option is to be exercised. A three-year renewal option is also desired. 1.4.8 Pilot minimums: The Pilot in command must be commercial and instrument rated, with 1,000 total flight hours and 300 flight hours in type. 1.4.9 Aircraft minimums: a. Multi-engine b. IFR Certified c. Capable of flying in icing conditions d. Code of Federal Regulations (CFR) Part 135 compliant (i.e. lifejackets, rafts, etc.) and carry an operable emergency locator transmitter. e. Capable of transporting six (6) passengers plus an additional 500 lbs of gear or supplies. Storage of gear or supplies must not impede exit of personnel, either in normal or emergency situations. f. HAZMAT capable: Materials include various oils, refrigerant, pyrotechnics from lifejackets, and possible rafts needed to be flown from Traverse City, MI to Waukegan, IL and upon return. 1.5 MILITARY REGULATIONS: The Contractor, his employees, and sub contractors shall become familiar with and obey all station regulations. All personnel employed on the project shall keep within the limits of the work and avenues of ingress and egress, and shall not enter any other areas outside the site of work unless required to do so in the performance of their duties. The Contractor?s equipment shall be conspicuously marked for identification. There shall be not smoking in any Coast Guard building. 1.6 WORK HOURS: The Contractor shall perform all work in accordance with the scope of work. Any deviations from agreed upon work hours will be at the discretion of Coast Guard Air Station Traverse City Operations Department. 1.7 PERFORMANCE: All work shall be completed within the requested service period. 1.8 ACCEPTANCE OF WORK: Acceptance of work by the Coast Guard will be completed upon the conclusion of the required service period.
