Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The reference number is F1S3AF7012A100. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05 and DFARs Change Notice (DCN) 20050901. North American Industry Classification System (NAICS) Code is 337215 and the size standard is 500 employees. This acquisition is a 100% small business set aside. 95 CONS/PKA, Edwards Air Force Base, CA is seeking to purchase the following: 1 Lot to consist of: 141 frames, Plastic. Assembled, 15?wX18?dx72?h, Double Tier Lockers (36?h Locker opening, 282 locker openings total). 15 frames of Plastic, Assembled, 15?w X 18?d X 72?h, Single Tier Lockers with sloped tops and base footing. Award will be made to contractors who have complied with all requirements per the above description, lowest price technically acceptable and complied with all required registrations with the Central Contractor Registration (CCR) and have completed the On-line Representations and Certifications (ORCA) at http://www.bpn.gov. Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit in writing a complete quote including delivery FOB destination to Edwards AFB CA 93524. Offerors are required to submit with their quote with enough information for the Government to evaluate the minimum requirements detailed in this synopsis. AFFARS: 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, Contracting Officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party. (b) Before consulting with an ombudsman, concerned parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions.)
