- This synopsis is issued for the sole purpose of the U.S. Air Force Space and Missile Systems Center Space Superiority Systems Wing (SYSW) to inform industry of a Phase A acquisition strategy change relating to the Rapid Attack Identification, Detection, and Reporting System (RAIDRS) Block 20 program (RB-20). The RB-20 program was presented to industry during the Industry Day conducted on 28 Nov 2006 that published under FedBizOpps Reference Number 07-08. The RAIDRS Block 20 (RB-20) team has been conducting market research and evaluating acquisition strategy options for the RB-20 Phase A requirements definition effort for which a Draft Request for Proposal (DRFP) was previously released under FedBizOpps Reference Number 07-21. The SYSW RB-20 program office team has made a decision to not release a Request for Proposal (RFP) for this effort. Instead, the RB-20 team will pursue an alternative Phase A acquisition strategy. This strategy will combine the requirements development process with rapid prototyping in order to deliver capability quickly while simultaneously maturing the RB-20 technical requirements. As a result of the acquisition strategy change, the Government will not issue a competitive studies contract for this effort. The RB-20 team will structure the remainder of RB-20 Phase A effort to be as open as possible, with multiple Industry Days and open requirements working groups. Industry will be invited and encouraged to participate throughout the technical requirements development process. The RB-20 team recognizes and appreciates the number of potential bidders and the industry and government funded work that has led to some very promising technologies that may be made a part of the eventual RB-20 system solution. We fully appreciate the industry participation to date in our market research. Further information on how industry can be involved with particular solutions will be forthcoming as the program office finalizes the Phase B acquisition strategy.
