- Notice of intent to award a sole source purchase order to the Armag Corporation located at 40 Lucknow CT, Bardstown, KY 40004-2113. The award will be made for the purchase of two (2) twenty feet (20) long by eight feet (8) high by eight feet (8) wide portable arms vaults meeting the following specifications: 1. In Accordance With (IAW) Army Regulation (AR) 190-11 any prefabricated armory has to be approved by the Naval Surface Warfare Center (NSWC), 300 Highway 361, Crane, IN 47522-5001, telephone number 812-854-5615. 2. Portable arms vaults shall be constructed with at least two (2) eight foot (8)rows of florescent bulbs. The arms vaults shall include a heating and air conditioning unit. 3. The arms vaults shall have an exterior light mounted by the outside door. 4. The arms vaults shall have a box mounted on the outside of the vault for electrical connectivity and be pre-wired inside the vault with four (4) one hundred and ten volt (110V) electrical outlets. 5. The arms vaults shall have a box mounted on the outside to connect a telephone line and at least one (1) telephone jack pre-wired and installed on the inside of the vault. 6. The arms vaults shall be designed with lift rings mounted on the vault sufficient to facilitate lifting the containers on to a trailer for transportation. 7. Vaults shall include an Intrusion Detection System (IDS) IAW AR 190-11. 8. Delivery of these vaults shall be made no later than Friday, June 1, 2007. This procurement is being conducted under Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13, Simplified Acquisition Procedures. All inquiries and concerns must be addressed in writing to USPFO for Tennessee Contracting Division Attn: Randal Halbrooks, PO Box 41502 Nashville, or sent by email to randal.halbrooks@ng.army.mil . Telephone requests or inquiries will not be accepted. Res ponses to this notice shall be received no later than 3:30 PM Central Standard Time (CST), Thursday, April 12, 2007. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements as well as documentation that your product meets all of the attached specifications and your certification from the Naval Surface Warfare Center. The following justification and approval is provided for other than full and open competition for this purchase. 1. This request for justification for other than full and open competition is for the purchase of two (2) twenty feet (20) long by eight feet (8) high by eight feet (8) wide portable arms vaults. 2. These vaults shall be used to temporarily secure sensitive items while the vaults located inside the armories of the Tennessee Army National Guard a security system upgrade that has been mandated by the National Guard Bureau. For a vault or a portable armory to be used without posting a human guard the vault has to be approved by the Naval Surface Warfare Center (NSWC), 300 Highway 361, Crane, IN 47522-5001, telephone number 812-854-5615. 3. The total estimated value of these vaults is on file at this contracting office and can be obtained through Freedom of Information Act procedures. 4. Statutory Authority: FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 5. The Armag Corporation is the only known vendor capable of delivering a portable vault meeting the design specifications of the Naval Surface Warfare Center and delivery by June 1, 2007. 6. Efforts to solicit other contractors will be made via http://www.fedbizopps.gov in accordance with FAR 5.2. A Notice of Intent to Award Sole Source will be issued on Wednesday April 4, 2007. 7. The anticipated cost of this acquisition is determined fair and reasonable based on the prices offered to the Government via a previously competed Indefinite Delivery Indefinite Quantity (IDIQ) contract between the Armag Corporation and the Crane NSWC. 8. Efforts to identify other sources of competition are being made by publishing this notice of intent to award sole source. 9. Wulfsberg is the only known vendor who can provide a product capable of connecting and working with an existing Wulfsberg component. 10. No other sources have expressed an interest in this acquisition. 11. No actions to remove barriers to competition will be taken, as the Armag Corporation is the only known vendor capable of delivering a portable vault meeting the design specifications of the Naval Surface Warfare Center and delivery by June 1, 2007. 12. This justification is accurate and complete to the best of my knowledge and belief.
