ALL INTERESTED PARTIES ARE ENCOURAGED TO READ THIS ENTIRE POSTING. THIS IS AN INFORMATION NOTICE ONLY. DO NOT SUBMIT A PROPOSAL OR QUOTE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. SOLICITATION NUMBER W909MY-07-R-VOSS IS ASSIGNED FOR REFERENCE PURPOSES ONLY. Product Manager Countermine is conducting Market Research to solicit industry review and comments on the proposed Vehicle Optics Sensor System (VOSS) requirement. The VOSS is envisioned to consist of a camera system possessing a day color camera, an int ensified low light level TV camera (LLLTV), a thermal camera, with zoom capabilities, pointing, with stabilization capabilities assuring high image quality when the vehicle is running or on the move; a Controller that serves as the interface between the user and system; a ruggedized monitor that displays imagery; and telescoping capability that raises and lowers the camera system; a Digital Video Recorder that records images for later use; and a processor that integrates and links the various subsystems t ogether, and a laser range-finding capability. Additionally, the installation, training, electronic technical manuals, provisioning data and spare and repair parts are required to support the VOSS. A draft Statement of Work (SOW) and draft Performance Specification (PS) have been developed to provide a more comprehensive understanding of the proposed requirement. The SOW and PS electronic files are posted at the Communications-Electronics Life Cycle Management Command Interactive Business Opportunity Page https://abop.monmouth.army.mil/. Interested parties will be required to register at the website prior to accessing the documents. A copy of this notice will be posted at the Communications-Electroni cs Life Cycle Management Command Interactive Business Opportunity Page under Army Pre-Award  CECOM Market Research. The Governments overall Acquisition Strategy has not been determined and will be DICTATED IN PART BY THE RESPONSES received. Industry is encouraged to provide feedback on the availability of products and services in the commercial marketplace that meet t he requirements outlined in the draft SOW and draft PS. Industry is also encouraged to provide feedback on the technical requirements and ways to reduce proposal and contract costs. The Government does not intend to publish the comments received as a res ult of this announcement; however, the feedback received will be considered in finalizing the VOSS strategy and requirements. The Government will not reimburse interested sources or responders to this notice for any costs incurred in responding, or for subsequent exchanges of information. Responses regarding the availability of commercial products and services to meet the requir ements outlined in the draft SOW and draft PS are requested within 7 days of this posting. All other responses are requested within 30 days of this posting. Information submitted does not constitute a proposal, but will be considered an exchange of capab ilities and ideas.
