Description
Solicitation Notice This solicitation will be a unrestricted, Single Award Contract for the U.S. Army Corps of Engineers (Southwest Division) for Design-Build Construction Services, to include (but not limited to) planning, design, and the cons truction and renovation of a Physical Fitness Center within the boundaries of Fort Bliss, Texas. SCOPE OF WORK: Physical Fitness Center Addition/Renovation. This contract will include all management, supervision, labor, materials, and equipment necessary to provide complete and functional Physical Fitness Center and supporting facilities. The contractor must coordinate with the Land Development Engineer, local utility providers, and local/state roadway agencies as applicable during design and construction of the Physical Fitness Center. The Physical Fitness Center Addition / Renovation of Building 15211, consists of design and construction 1) the construction of a stand-a-lone 24,000  26,000 SF multi-activity center (MAC), 2) the addition of a 6,000 to 8,000 fitness module to the existin g physical fitness facility, 3) improvements to HVAC of the existing gymnasium and heating & ventilation system of the existing shower / locker / sauna areas, and 4) site improvements. The MAC shall contain the following spaces: 1) Hardwood floor area t o accommodate a NCAA Basketball court, a United States Volleyball court, and/or space for six (6) 36 x 36 combative floor mats with minimum of 6 circulation space at perimeter of the floor mats; 2) two team lockers accommodating minimum 24 athletes eac h team including showers, (24) ? z shaped lockers with bench(es), toilets, drying area, and team meeting space; 3) storage for athletic equipment (mats, basketball goals, volleyball standards / nets, scorers tables, retractable bleachers; 4) public rest room facilities to accommodate up to 1600 spectators at basketball events; 5) Lobby and concession area; 6) entry with turnstile check stations and ticket sales station(s). The addition to the existing physical fitness facility shall accommodate the fitne ss module (cardiovascular area, circuit area, free weight area, and storage). Depending on the location of the addition, improvements to the existing entrance may be required. The existing shower/locker/sauna areas will be used by participants of this ad dition. The renovation of the existing physical fitness center is limited to upgrading the HVAC system in the gymnasium and the heating and ventilation system for the existing shower / lockers / sauna areas and Fire alarm system upgrade to include the fit ness module. Site improvements include service drive(s); mechanical yard(s); sidewalks; pavement; landscaping; electrical service line upgrade and exterior lighting; and water, gas, and sewer connections. Anti-Terrorism Force Protection (ATFP) requiremen ts (standoff distances and building hardening as required) are necessary for the MAC as well as the addition to the existing physical fitness facility. Typical work for the project may include, but is not limited to 1) planning, design, estimating, and construction 2) site verification and design 3) site engineering to include subsurface investigations, laboratory analysis, and final geotechnical report 4 ) foundation design 5) coordination with utility providers and Land Development Engineer, and other product line contractors 6) acquiring all local, state and federal permits 7) architecture and interior design to include building exterior and interior, an d signage 8) design of telecommunications systems and service 9) heating, ventilation, and air conditioning to include building automation systems, testing, adjusting and balancing, and commissioning 10) energy conservation 11) fire protection 12) site ele ctrical systems 13) meetings and design review conferences 14) quality control systems 15) safety plans 16) environmental protection through the following products: environmental protection plans, incorporating protec tion features, environmental assessment of contract deviations, land resources plans, monitoring water resources, air resource monitoring and control, chemical materials management and waste disposal, recycling and waste minimization, preservation of histo rical, archaeological, and cultural resources, protect biological resources, integrated pest management, post construction clean-up 17) scheduling and phasing 18) preparation of design drawings on AutoCadd 19) and development of as-built drawings. CO NTRACT INFORMATION: This solicitation will be evaluated under the Two Phase Design Build Process. The first phase consists of a process known in the commercial design- build industry as the Request for Qualifications or the acronym: RFQ. (Thi s solicitation refers to it as Phase 1). In Phase 1, interested firms or joint venture entities (referred to as Offerors) may submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-b uild construction contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described in the solicitation and will short-list no more than four of the Phase 1 Offerors to co mpete for the design-build contract in Phase 2 of the process. In Phase 2, the selected Offerors will submit preliminary technical design proposals, the remainder of the performance capability proposals, a preliminary schedule and a price proposal. Th e Government will evaluate the Phase 2 proposals, in accordance with the criteria described for Phase 2 in the solicitation, and award the contract to the responsible Offeror, whose proposal conforms with all the terms and conditions of the solicitation an d whose proposal is determined to represent the overall best value to the Government, considering technical-design quality, performance capability, and cost. The following evaluation criteria listed for Phase I and Phase II are proposed as follows: P hase I -Volume I (Performance Capability) - Organizational Structure and Business Management Plan; Team/Corporate Experience; Specialized Experience; Past Performance Information; Key Project Personnel Capabilities and Experience; and Financial Capability. Phase II Volume I (Remaining Performance Capability Proposal): Key Subcontractors; Preliminary Schedule; Subcontracting Plan - Large Business Offerors; Past Performance on Utilization of Small Business Concerns. Volume II (Design-Technical Informat ion): Building Functional Arrangement; Building Aesthetics; Minimum Space and Facility Size; Building Systems and Material Quality; Site Design; Sustainable Design Requirements; and Oral Presentation. Volume III (Price and Pro Forma): Price; and Self Performed Work Requirement. The North American Industrial Classification System (NAICS) code applicable to this project is 236220 (Commercial and Institutional Building Construction), which corresponds to SIC 1542. The Small Business Size Standard is $28 .5 Million. The magnitude of the projects is between $5 million and $10 million. Phase 1 Proposals are anticipated to be due on or about May 10, 2007. (30 days from issuance of the solicitation). If the Government elects to conduct a Pre-Propos al Conference, details regarding the Conference will be provided in the solicitation. The solicitation will be a negotiated acquisition. There will be no public bid opening. Plans and specifications will not be provided in a hard paper copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well.
