- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. Solicitation W51XTP70875000 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisi tion Circular 2005-05. This acquisition is set-aside 100% for small business under NAICS code 541519 and the small business size standard is $21.M. The requirements in this solicitation are: CLIN 0001, NON-PERSONAL SERVICES: VENDOR SHALL PROVIDE ALL PAR TS, EQUIPMENT AND LABOR REQUIRED TO PROVIDE SERVICE UPGRADE ON MONITORING SYSTEM L5858. INCLUDES THE FOLLOWING:1 Package AMEGA UPGRADE hardware, software calibration, protocols, installation. Contractor Manpower Reporting (CMR): The Office of the Assista nt Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The cont ractor is required to completely fill in all the information in the format using the following web address: https://contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer s Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering dat a; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflectin g services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Arm y Requiring Activity is responsible for providing the contractor with its UCI for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work )specified by zip code in the United States and nearest city , country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting perio d (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending 30 Septemb er of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring f iles from a contractors systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site. CLIN 0001 salient characteristics are: AS-GATEWAY-WS: AmegaView Communications panel, Gateway between server and Input/Output points, LAN connection, 4hr. battery backup, AmegaView wireless; AS-DIALER-WS: AmegaView phone diler panel, alarm sounding voice, Analog phone connection, 4 hr. batter backup, AmegaView Wireless; AS REPEATER-WS: AmegaView repeater for wireless system; AS-WSTEMP418: Amega View wireless temperature sensor; INST ALLATION: includes, hardware, software, wiring, programming, training and documentation for all senors for a new AmegaView monitoring system; QUALIFICATION: System calibration and qualification (IQ, OQ) of new AmegaView Environmental Monitoring sytem, prot ocols subject to customer approval prior for work to begin. Vendors shall comply with FAR Clause (and other clauses throughout this solicitation) can be viewed by accessing website http://farsite.hill.af.mil/ . Delivery, 30 days after receipt of order, shipping shall be FOB destination to Evans Army Community Hospital, 7500 Cochrane Cir, Equipment MGMT Branch, Fort Carson CO 80919-4604. FAR provision 52.212-1 [Instructions to Offerors Commercial] applies to this acquisition to include the following ad denda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/ . Confirmation of CCR registration will be validate d prior to awarding a contract.
