- Minerals Management Service has a requirement for the continued maintenance and operations of five (5) Meteorological Stations that were transferred from MMS to UAF for the Department of Energy's study entitled "The Alaska North Slope Project". The Minerals Management Service, Department of the Interior, intends to award a purchase order on a sole source basis to the University of Alaska, Fairbanks for support for the continuation of maintenance and operations of the stations, in the amount of $20,000, as a sponsoring agency, for FY07 and an Option for FY08 for operation of nearshore Beaufort Sea meteorological monitoring stations operated by the University of Alaska Fairbanks (UAF), and is part of the large North Slope Network, coordinated by the Department of Energy. The data collected will support other MMS studies including Oil Spill Risk Analysis, air and water quality studies, and biological studies. This sole source award is in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The current purpose of these stations is to provide data for development and testing of oceanographic and oil-spill trajectory models to assist in MMS managment in the Beaufort Sea region; to assist with the validation of surface current measurements collected by high frequency radar and sub-surface currents collected by Acoustic Doppler Current Profilers (ADCP), in addition to other MMS field operations efforts. The purpose of this award is to continue the data collection network and upgrade to help meet our current project requirements and those of the project partners. The upgrades will enhance data collection and network objectives, such as adding precipitation gauges and measurements at the stations. MMS will award the purchase order to the University of Alaska, Fairbanks for continued use in providing data to help characterize the west-east distribution of winter and summer precipitation. This notice is not a formal solicitation. This is not considered a Request (RFQ) or is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may identify their interest and capabilities within fifteen (15) days of the notice. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
