Description
The Request for Proposals is available. Offerors may download a copy by visiting the following website: http://www.msc.navy.mil. Select ?Contracts? and then search by the RFP number after selecting ?Active Request for Proposal (RFP/RFQ).? Naval Surface Warfare Center, Panama City (NSWC-PC) requires charter of four U.S. Flag vessels to support the research, development, test, and evaluation (RDT&E) mission of NSWC-PC. The requirement consists of two charters during the month of May 2007 and two simultaneous charters during the month of June 2007. Offerors may submit a proposal for one or more charters. Charter One and Two: Operations with one vessel will be conducted in local waters to Panama City, approximately 12 miles west of the entrance to St. Andrews Bay and operations with the other vessels will be conducted in local waters to Panama City, approximately 8.5 miles southeast of the Panama City pass. One vessel charter will commence on 5 May 2007 and will continue for 22 days. The second vessel charter will commence on 7 May 2007 and will continue for 7 days. The vessels must be of sufficient size to safely remain on station, underway or at anchor, in the vicinity of the ?target field? in seas and weather up to and including sea-state 5 (25 knot winds and 6 foot seas). Vessel characteristics of both vessels include: minimum length of 70 feet LOA; minimum 500 sq ft of clear deck space in addition to space required for a crane; a capstan or winch on the aft deck capable of lifting 4,000 pounds off the bottom of the sea; a crane and crane operator located at or near the stern, capable of lifting 4,000 pound target spheres with the crane extended 10 feet outboard of the stern (A-frames not suitable); and minimum of 500 gallons of fresh water is required on deck for wash-down of equipment at the conclusion of the test. The minimum speed of one vessel is 8 knots and the minimum speed of the other is 10 knots. Messing facilities for 4 Government personnel is required on one vessel and messing facilities for 2 Government personnel is required on the other vessel. Charter Three and Four: Two simultaneous 16-day charters commencing on 31 May 2007. Operations will be conducted in St. Andrew Bay and the Gulf of Mexico. The vessels must be at least 110 feet in length. The vessels will support local operations and capable of carrying at least 100 gross tons. Vessels shall have at least 1,800 square feet of clear deck space capable of carrying two 20x8 ft MILVANs, up to 10 tons each; and two 8-meter RHIBs. The vessels must accommodate 15 government personnel each during day voyages. A crane capable of lifting at least 6,000 pounds, 20 feet or more astern the vessels, while underway, is also required. The minimum operating range is 200 nautical miles and the vessels must be capable of remaining underway for at least two days. The minimum acceptable vessel speed is 10 knots. The vessel shall be able to maintain a position within a 100 meter radius for 6 hours in sea state 4 (20 knot winds and 5 foot waves).
