Description
The Port Hueneme Division, Naval Surface Warfare Center (PHD NSWC), Port Hueneme, California, intends to issue a solicitation on a restricted basis to Small Business Concerns for the Design, Test and Manufacture of a replacement Planned Position Indicator (PPI) Radar Operator Display Unit. The North American Industry Classification System (NAICS) is 334511 and the size standard is 750 employees. The contract type will be Firm-Fixed-Price (FFP) with provisions to include option quantities. This acquisition is for the following: Two (2) First Article PPI Display Units will be developed and tested in accordance with Procurement Control Drawing No. 7664524. Production lot testing of each production unit utilizing the approved Production Lot Test (PLT)/Environmental Stress Screening (ESS) procedure will be conducted at the contractor?s facility. One (1) First Article PPI will undergo environmental qualification testing which must be completed by 28 September 2007. Th e second First Article PPI will be delivered to NSWC PHD for system integration and functional testing which will be performed by the government at the NSWC PHD Surface Warfare Engineering Facility (SWEF) located at Port Hueneme, California. Upon successful completion of the First Article Environmental Tests, the manufacture of five (5) production model PPI Display Units will be required for delivery to the government within 18 months after award of contract. PHD NSWC anticipates procuring an additional twenty-five (25) PPI Display Units via five (5) contract options. Contract Options 1, 2, 3, 4, and 5 each will require five (5) PPI Display Units to be delivered within 30 days after the option is exercised. First Article installation, integration and systems testing will be performed at PHD NSWC Surface Warfare Engineering Facility (SWEF). The anticipated release date for this solicitation is on or about 18 April 2007. All responsible Small Business Sources may submit an offer, which will be considered.
