- SPAWARSYSCEN, Charleston is soliciting information from potential sources for providing services to verify and authenticate the validity of personal identification documents (e.g., drivers licenses) against U.S. Government approved databases. This notice is for planning purposes only. It is anticipated that a solicitation will be issued for a commercial Firm Fixed Price type contract. The Government intends to set aside any potential award to a HUBZone small business concern. Firms are invited to submit appropriate documentation, literature, brochures and references to support that they possess the required specialized experience and capability to meet or exceed ALL the following requirements: The contractor will be responsible to procure and install mobile identification scanners, docking stations and associated equipment. These scanner systems will be installed at the following six U.S. Mint locations: Washington, DC; Fort Knox, KY; Philadelphia, PA; West Point, NY; Denver, CO; and San Francisco, CA. The contractor shall ensure that data lines (internet connections) are properly identified and installed at each location. Each location will require a site survey for purposes of inspection, coordination and project design. Each site survey will result in an implementation plan. These systems will be used by U.S. Mint Police Officers to verify and authenticate the validity of personal identification documents (e.g., drivers licenses) against U.S. Government approved databases. The contractor will be responsible for establishing the initial databases, and then maintaining and upgrading the databases on a regular basis to ensure up to date information. The U.S. Mint locations will have secure access to the established databases, which will consist of personal identification information provided by the U.S. Mint. In addition to the databases to be established by the contractor, the contractor will also be required to provide access to ???Persons-of-Interest??? database sources that are the domain of various federal, state and international law enforcement agencies. The contractor shall provide the users, U.S. Mint Police Officers, all necessary training to successfully operate all systems and their associated equipment. Appropriate equipment and installation warranties are expected. Responses must include the following: (1) name and address of firm; (2) size of business; average annual revenue for past 3 years and number of employees; (3) ownership ??? indicating whether Large, Small, Small Disadvantage, 8(a), Woman-Owned, HUBZone, and/or Veteran- Owned business; (4) number of years in business; (5) two points of contact: name, title, phone, fax and email; (6) DUNS number and Cage Code (if available); (7) affiliate information: parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) a list of customers covering the past 5 years: highlight relevant work, including a summary of work performed, contract number, contract type, dollar value for each customer reference, and customer point of contact with phone number and email address. NOTICE REGARDING SYNOPSIS: This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any follow-up information requests. The Government intends to set aside any potential award to a HUBZone small business concern. NOTE 27 applies. The applicable NAICS code is 541512, with a size standard of $23M. Closing date for responses is 18 Apr 2007.
