Description
The United States Environmental Protection Agency (EPA) currently has a contract for the provision of custodial services to all EPA facilities located in Research Triangle Park, NC and Chapel Hill, NC. The contract number is 68-D-02-044 and the contractor is C & J Janitorial Service, Incorporated. The current contract is in its last option period, which expires on April 30, 2007. The EPA issued a solicitation, PR-NC-06-10660, on February 27, 2007 for a contractor to furnish all necessary labor, supervision, transportation, equipment, and supplies to provide custodial services to maintain all EPA facilities located in the Research Triangle Park, NC and Chapel Hill, NC in a clean and sanitary manner at all times as a follow on to the current expiring contract. Due to delays in the acquisition process, EPA must extend the period performance of the current contract for five additional months to September 30, 2007 until the new contract is awarded. The EPA intends to negotiate with C & J Janitorial Service, the incumbent contractor, on a sole source basis for custodial services to be performed at the EPA Research Triangle Park facilities for five additional months. This notice of intent is not a request for competitive proposals; however all responses received within 15 days of this notice will be considered by the Government. Interested parties who believe that they are qualified to perform these services for the stated five month period must submit documentation to be evaluated that details the following: 1. SBA certification of the firm?s standing in the 8(a) program; 2. Past performance in providing custodial services of similar scope, size, and complexity; 3. Experience in providing custodial services for child care centers, Government research laboratories, and computer centers; 4. Experience in the utilization of environmentally preferable products; 5. Transition plan that discusses the assumption of functions currently being performed by May 1, 2007 for five months and transfer of functions to the awarded contractor in a manner that causes minimal disruption; 6. Cost effective measures that will be taken to provide a firm fixed price schedule that minimizes Government costs; and 7. Ensures continuity of the required services with no disruption. The applicable NAICS code is 561720. The determination to proceed on a sole source basis is solely within the discretion of the Government.
