- THIS IS NOT A REQUEST FOR QUOTES (RFQ) OR AN INVITATION FOR BID (IFB), NOR IS IT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. IAW FAR Part 6.302-1( c ) ? Only one responsible source and no other supplies or services will satisfy agency requirements / brand name justification: items peculiar to one manufacturer, NASA / Kennedy Space Center (KSC) intends to enter into a sole source procurement of the following items from Superior Access Solutions, Burnsville, MN 55337-1407. 1. Part number SAS 10141 01 004, VAU DVB, 100bt, 2P, S/A Enc/Dec Qty ? 8 each 2. Part number SAS 10078-02-001-US, TW 401, High Speed Shelf, AC (Chassis & Supply) 19inch Rack mount, Qty - 4 Last item. The referenced Terawave equipment is determined to be the sole brand name capable to meet the Government requirements of interoperability, interchangeability, and compatibility with the Government-owned system currently operating at KSC. Full and open competition is impractical for the following reasons: the chassis and modules must interface with existing KSC Broadband Cable Distributions System (BCDS) utilizing Terawave products. The Launch Service Program (LSP) has historically been a bridge between KSC communication transmission systems and the Expendable Launch Vehicle complexes on the Eastern Test Range for NASA scientific spacecraft. In this capacity, LSP must meet KSC KICS specialized communication transmission equipment to maintain uninterruptible service to our NASA customers and transient spacecraft communities. Terawave equipment allows LSP to maintain compatibility with KSC infrastructure upgrade to digital BCDS with compatible equipment, while providing LSP customers seamless video service of their spacecraft. In addition, equipment spares and service contracts will be minimized reducing maintenance cost for KICS. The referenced equipment is essential to the Government?s requirements, thereby precluding consideration of a product manufactured by another company. The specific manufacture and part numbers are required to integrate with current systems. Failure to purchase these specific items may result in operational incompatibility that would impact performance of the system. The acquisition of any other brand would therefore represent an unacceptable technical risk to KSC LSP missions. The Government intends to acquire these commercial items using FAR Part 12, and 13 or a combination thereof. Interested organizations may submit, in writing, their capabilities and qualification to perform the effort, to the identified point of contact, no later than 4:30 ET on 19 April 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications in response to this notice are not acceptable. All responsible sources may submit an offer which shall be considered by the agency. This procurement is a total small business set-aside. See Note 1. An ombudsman has been appointed -- See NASA Specific Note "B".
