- DSCR plans to award an Indefinite Quantity Contract with a one-year period with provisions included to extend the term of the contract up to two (2) one-year periods. The Solicitation Number will be SPM4A6-07-R0583; IQC07088009008; RE06192009. This IQC has multiple NSNs for Gear Lube Oil. NSN 9150 00 265 9417 (Unit = 1 Gallon Can); NSN 9150 00 223 4116 (Unit = 5 Gallon Can); NSN 9150 00 223 4130 (Unit = 1 Gallon Can) and NSN 9150 00 240 2235 (Unit = 1 Pint Can). The estimated annual quantities for each NSN are as follows: NSN 9150 00 265 9417 180 Cans; NSN 9150 00 223 4116 48 Cans; NSN 9150 00 223 4130 252 Cans and NSN 9150 00 240 2235 396. The solicitation will be Unrestricted and will result in a Firm Fixed Price with EPA Adjustments under provisions of FAR Part 12. Qualified Products List (QPL) applies IAW specification # MIL-PRF-6086E, AMEND NR E, TYPE NR GRADE L, dated 20 February 2003. Distribution Planning and Management System (DPMS) will be incorporated into the solicitation (Reference DLAD 47.305-8 DPMS Pilot). This is a synopsis for a commercial item IAW the procedures of FAR 5.201 and FAR 5.203. These NSNs are not Critical Safety Items (CSI) per SAP interrogation on 29 March 2007. The requirements QAP004; MSDS/OSHA Hazardous Warning Label; and Type II Shelf Life (36 months) apply to all 4 NSNs. The solicitation does not contain progress payments. Delivery requirements are as follows: NSNs 9150 00 223 4116; 9150 00 240 2235 & 9150 00 265 9417 = 30 days after receipt of order and NSN 9150 00 223 4130 = 33 days after receipt of order or best possible delivery for all NSNs. FOB Destination with Inspection Acceptance Destination is required. The NSN is procured as fully competitive in accordance with military/federal specifications/standards and/or voluntary industry standards. Refer to Section L, Clause 52.211-9G13 for obtaining such data. The final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in this solicitation. Surge requirements apply to all 4 NSNs. A surge plan detailing how the surge quantity requirements will be met must be submitted along with offer. The solicitation will be posted to DIBBS at https://www.dibbs.bsm.dla.mil on or about 15 May 2007.
