Description
The original synopsis and Modifications 001 and 002 are replaced in their entirety by this notice. The BIA has a requirement for safety modifications to Asaayi Dam. The solicitation contains two Bid Schedules. Schedule A work (base bid) consists of stream diversion, coffer dam construction, excavation, rock blasting, placing the foundation for an embankment raise, constructing a toe drain and outfalls, removal of existing concrete spillway, widening the existing spillway channel, HDPE outlet works sliplining, outlet works intake structure replacement, constructing the downstream outlet works control house, and furnishing and installing mechanical components and instrumentation, and constructing a concrete outlet works stilling basin. The solicitation will contain an option for additional work (Schedule B) consisting of raising the embankment, concrete spillway construction, construction of concrete bridge abutments and center pier, furnish and install a 266 foot long prefabricated bridge; construction of retaining walls, access road; furnish and install electrical and additional mechanical components and instrumentation. The worksite is located approximately 70 miles northwest of Gallup, New Mexico, and approximately 35 miles northeast of Window Rock, Arizona, in McKinley County, New Mexico. Assayi Dam is located on Bowl Creek. The NAICS Code is 237990. A pre-bid conference and site visit is scheduled for April 19, 2007 at 9:00 a.m., (local time) at the Red Lake Chapter House, Red Lake, New Mexico. There will be a tour of the Asaayi Dam Site following the pre-bid conference. Bidders are strongly urged to attend the pre-bid conference/site visit. Interested bidders are requested to submit a written request to obtain the bid package either by mail or by facsimile, Fax No. (505) 863-8382, Attn: Lynelle Benallie, Contract Specialist. Telephone requests to obtain the bid package will not be accepted. Technical inquiries must be submitted in writing ten (10) days before the bid opening date. Bid Opening Date is scheduled at 2:00 p.m. (local time), May 11, 2007, at BIA, Navajo Regional Office, 301 W. Hill Ave, 3rd Floor Conference Room No. 342, Gallup, NM, 87301. All responsible sources may submit an offer which will be considered. Contract Award will be made to the lowest responsive and responsible bidder. Faxed copies of the Invitation for Bids will not be accepted. A map will be included in the bid package for directions to pre-bid conference location. The Bureau of Indian Affairs is planning a firm, fixed-price construction contract for the base work and one option. This is a full and open competition acquisition. The estimated dollar value of this procurement is between $5,000,000 and $10,000,000 for the base work and the option.
