Web Based E-Learning for Saudi Arabia This is a combined Sources Sought and Rough Order of Magnitude (ROM) Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Synopsis is in support of a market survey being conducted by the United States Air Force to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement for the upgrade of the Royal Saudi Air Force (RSAF) School of Command, Control and Communications (School of C3) at Prince Sultan Air Base, located in Al Kharj, Saudi Arabia. In addition, we are also asking that each interested source provide this office with an estimate (Rough Order of Magnitude) of their perceived overall cost of this requirement based on the known requirements and the Statement of Work (attached). Specifically, the contractor will provide all engineering services to fabricate/procure, install and deliver to the RSAF a turnkey system totally modernizing a minimum of eleven (11) up to a maximum of twenty three (23) classrooms at the School of C3. In this effort the contractor will be required to include the networking of classrooms, replacement and upgrading of student and instructor workstations, integration of electronic presentation aids, and modernization/rehabilitation of the classrooms. The RSAF has also stated that they wanted to migrate the current 1,502 Computer Based Training modules from a Macintosh based system to a ?state-of-the-art? PC based system. This effort specifically requires that the contractor re-validate and modernize the training course content and that the course content reflects the configuration of the newly installed equipment. The RSAF has also stressed their desire to accomplish distance learning, which also includes two-way voice and data communications along with a redesign and installation of the Local Area Network(LAN). Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this synopsis.
