Description
The Fleet and Industrial Supply Center San Diego, Regional Contracts Dept., Seal Beach Division, intends to acquire on a full and open competition basis, Seafloor Cable Segments using FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation. The cable is required by the Naval Facilities Engineering Services Center, Port Hueneme, CA, and will be used in the South Tongue of the Ocean Acoustic Facility (STAFAC) system. The STAFAC seafloor cable must a commercially available product with demonstrated reliability for high-voltage, high data rate and long-life applications. The cable will be acquired in specified segment lengths which will be used to interconnect undersea electronic assemblies and sensors to a shore processing facility. The cable segments must be constructed of both armored and unarmored sections, and must be capable of transmitting both electrical power and optical signals. All cable shall be suitable fo r 15 year service use in the ocean on the seafloor (i.e., operate at hydrostatic pressures of 10,000 psi and a temperature between -20 degrees C to 50 degrees C). Specific requirements relative to each cable segment will be specified in the solicitation. A firm-fixed price contract is anticipated. The North American Industry Classification System (NAICS) code applicable to this requirement is 335921 and the small business size standard is 750 employees. The complete statement of work and technical specifications will be provided in the Request for Proposal (RFP). The anticipated release date of the RFP is on or about 20 April 2007 and will close 30 days thereafter. The RFP will be made available electronically at the Federal Business Opportunities (www.fedbizopps.gov) and the Navy Electronic Commerce Online (www.neco.navy.mil) web sites. All responsible sources may submit an offer which shall be considered by this agency. Offerors must be registered and active in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instruction.
