- Description
- The National Institutes of Health (NIH) National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to procure a Service Agreement for the Qstar Pulsar Mass Spectrometer from Applied Biosystem, 850 Lincoln Centre Drive, Foster City, CA 94404. The Qstar is manufactured by Applied Biosystem. The Qstar sophisticated hard ware and software components as well as the high cost of the parts specific to this instrument require the Bioassurance plan from Applied Biosystems. The Bioassurance plan will cover the parts and labor only for the mass spectrometer without the the O-MALDI ionization source. This type of service is only available from Applied Biosystems and necessary due to the high-tech parts and services. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing and must contain material in sufficient details to allow NIDDK to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Capability statements and related materials must be received in this office by 3 p.m. EST on April 24, 2007. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
