Quality control, testing & inspection services NAICS Code: 541380 The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) for the acquisition of a certificate of re-accreditation for the FBI Laboratory. Mandatory requirements are as follows: Re-accreditation of the FBI Laboratory must comply with ISO 17025 - General Requirements for the Competence of Testing and Calibration Laboratories and the ASCLD/LAB-International Supplemental Requirements for the Accreditation of Forensic Science Testing Laboratories, The accrediting body must have substantial previous experience in the assessment of forensic science laboratories including inspections of the FBI Laboratory, The accrediting body must have professional peer-based recognition to include law enforcement related forensic science laboratories, The accrediting body must be recognized for its legitimacy within the forensic science community, The accrediting body must be represented by a delegate assembly of accredited member laboratories, The delegate assembly shall be allowed to participate in decision making processes of the accrediting body, The accrediting body must use trained assessors familiar with the assessment criteria of the accrediting body, The accrediting body shall have mandatory annual on-site surveillance visit program and have past experience in planning, organizing and conducting surveillance visits in ASCLD/LAB-International accredited laboratories, The accrediting body must have a proficiency review program, including proficiency review committees, for the maintenance of accreditation, The proficiency review committees shall review external proficiency testing requirements of the accrediting body, The proficiency review committees will be responsible for the independent referral and refereeing of discrepant analytical results in an external proficiency testing program, The proficiency review committees must consist of at least two members per committee per discipline. It is anticipated that a sole source purchase order will be awarded to the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB). This award is for services which the Government intends to solicit and negotiate only with ASCLD/LAB under authority of 41 U.S.C. 253(c)(1), and further defined at Federal Acquisition Regulation (FAR), Part 6.302-1, subparagraph (ii) and 6.302-2 subparagraph (ii) Only one responsible Source and no Other Supplies or Services will satisfy the agency requirements. ASCLD/LAB is the only accrediting body capable of assessing and accrediting the FBI Laboratory according to the requirements of ISO 17025 - General Requirements for the Competence of Testing and Calibration Laboratories and the ASCLD/LAB-International Supplemental Requirements for the Accreditation of Forensic Science Testing Laboratories. These documents form the basis of the FBI Laboratory Quality System. The ASCLD/LAB-International Supplemental Requirements for the Accreditation of Forensic Science Testing Laboratories is a proprietary document that is the property of ASCLD/LAB and, therefore, ASCLD/LAB is the only company that can accredit a forensic laboratory to the ASCLD/LAB-International Supplemental Requirements for the Accreditation of Forensic Science Testing Laboratories requirements. Any firms desiring consideration must fully identify, in writing, their capabilities to perform the mandatory requirements addressed herein, including the government?s time frame for accreditation to occur. This information must be submitted to the contracting official listed above, via e-mail at Lmtheisen@fbiacademy.edu and/or fax at (703) 632-8074 by Wednesday, April 25, 2007. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. In order to be considered for an award, an offer or must be registered in the Central Contractor Registration Database.
