Description
SOURCES SOUGHT: The U.S. Department of Transportation intends to award a contract for FORENSIC DRUG TESTING LABORATORY SERVICES. Sources Sought #DTOS59-07-R-00013. The Department of Transportation (DOT), Office of the Secretary of Transportation (OST) plans to issue a Request for Proposal (RFP) for Forensic Drug Testing Laboratory Services required by Omnibus Transportation Employee Testing Act of 1991 and Executive Order 12564. The contractor must be able to perform laboratory functions as outlined in the Department of Health and Human Services (HHS) Mandatory Guidelines for Federal Workplace Testing Programs, DOT Order 3910.C, Drug and Alcohol-Free Departmental Workplace and the DOT Drug and Alcohol Testing Guide. This notice is an unrestricted acquisition and is open for full competition. The NAICS Code is 541380, and the size standard is $11.0 million. Award of a fixed price contract is anticipated. The period of performance is for one year beginning October 1, 2007 with estimated one-year options to year 2012. Interested sources shall demonstrate the ability to: (1) perform at least 30,000 screening test a year, (2) shall be capable of performing accurately at least 500 screening tests of specimens within any 24 hours upon receipt, (3) shall be capable of performing 50 confirmation tests within a 24-hour period, (4) shall be capable of performing 50 confirmation tests for other drugs listed in Schedule I and II of the Controlled Substance Act which includes a screening test, (5) shall perform specimen validity testing in accordance with HHS Guidelines, (6) daily laboratory test result reports must be provided electronically. Large businesses, small and disadvantaged businesses are encouraged to team in support of one DOT contract. The Contract Specialist has anticipated posting of the solicitation as amendment 00001, on Tuesday, April 24, 2007, which will be available for downloaded on the General Services Administration's Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov/. Questions and clarifications shall be in written form and submitted to the Contract Specialist no later than 4:00 pm Tuesday, May 1, 2007. Proposals from interested offerors will be required by 3:00 pm EST on Friday, May 25, 2007. One soft copy shall be submitted via e-mail to: Laurel Williams, Contract Specialist at laurel.williams@dot.gov. In all correspondence and on all documentation ensure that the reference Sources Sought announcement number DTOS59-07-R-00013 is evidenced. The Government does not pay for any expenses incurred in the preparation of this request. All interested parties shall submit their proposals by May 25, 2007, 3:00 pm EST.
