- The modification will require that Bearing Point provide space for a mixture of government personnel, government support contractor personnel, and Bearing Point personnel totaling up to 42.(Bearing Point personnel include Bearing Point and its subcon tractor and team member). It will be issued against the task order for Bearing Point to obtain office space and to pass its costs to the Government as an Other Direct Cost (ODC) under Task Order 0029. The modification is intended to facilitate the plann ed co-location of the Armys PM AcqBusiness Development Team with Bearing Point Personnel for the performance of work under Task Order 0029. The PM AcqBusiness Office reports to the Program Executive Officer (PEO), Enterprise Information Systems (EIS), F ort Belvoir, VA. Task Order 0029 was issued under Blanket Purchase Agreement (BPA) Number DAAB15-01-A-1023 which in turn was issued under GSA FSS numbers GS-35F-4702G, GS-23F-9796H, GS-10F-0195K, and GS-35F-4338D with Bearing Point. a. Co-location of the team is required for approximately 6-8 Government personnel and approximately 20-34 Government support contractor personnel and Bearing Point personnel in support of the development of the Army Acquisition Domain Future Busine ss System (FBS). b. The Government requires the space to be located within ten miles of the Pentagon, Arlington, VA in order to minimize the time required to travel between the facility and the Pentagon, Arlington, VA. Other services that will be required to operate and to support the facility include SIPRNET and NIPRNET access; Internet access; VTC capability; controlled access (security); LAN administration; parking; and building maintenance. c. Additionally, the contractor will provide customary office equipment, such as telephones, copiers, and printers. However, the Government will provide computers for Government personnel. The space may also require one-time fit-up costs such as locks, name plates, etc. d. The space to be provided by Bearing Point pursuant to this modification will be required for a maximum of 18 months under a base period plus two option periods, from date of execution through expiration of the BPA on September 3, 2008. The auth ority for this sole source modification will be 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements Bearing Point currently is providing services under Task Order 0029. Those services will be expanded through an upcoming in-scope task order modification. The Justification and Approval will be for the authority to reimburse Bearing Point for its costs to provide the space needed so that it can perform all of the other services required under the task order and so that Bearing Point personnel can co-locate with Government personnel. A successful co-located development environment must be available for the contractors performance of work on PM AcqBusiness Milestone B, Approval to enter System Development, December 13, 2007. This date represents the deadline to maintain the FBS release schedule. The Technology Development phase is critical to the deployment of PM AcqBusiness Future Business System (FBS) Increment 1 Release. The release schedule is dependent upon the establishment of PM AcqBusiness development laboratory.
