Description
The United States Army Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC), Picatinny Arsenal, New Jersey 07806-5000, intends to issue a solicitation for the M212 Aircraft Countermeasure Flare. The solicitation is to fabricate, test, inspect, package and deliver a minimum of 6,000 M212 Flares and up to a maximum of 800,000 per year for 5 years at a delivery rate of approximately 5K per month and a maximum yearly production rate of 800K per year, subject to the availability of funds. The U.S. Army intends to satisfy this requirement for the above systems through limited competition base on Other Than Full and Open Competition procedures utilizing the authority of 10 U.S.C 2304(c)(3), as implemented by FAR 6.302-3 (a)(2)(i), Industrial Mobilization, restricting this requirement to the National Technology and Industrial Base (NTIB). It is anticipated that the Government will issue a Firm-Fixed Price, five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract for this acquisition. The Contract will contain quantity ranges for each of the five years. The ranges will cover quantities ranging from 6,000 to 800,000 M212???s for each contract year. The competitive Request for Proposal (RFP) will be available electronically at the following Internet address: http://procnet.pica.army.mil on or about twenty (20) days from date of this announcement. Proposals will be required within thirty (30) from the date of release of the RFP. A Technical Data Package (TDP) will be available on or about April 30, 2007. Drawings contained in the TDP are marked with a limited distribution ???D??? statement which limits distribution to Department of Defense components and their contractors. All requests for this TDP must include a completed copy of DD Form 2345, ???Military Critical Technical Agreement.??? Additionally, interested parties must also submit an AMSTA-AR Form 1350, ???Technical Data Request Questionnaire.??? These forms will be reviewed and evaluated prior to release of the TDP. Interested parties should request a copy of the forms and submit their request for the TDP for processing to the point of contact listed below.
