- NAICS Code: 541620 Title: "Global Air Pollution Forum" Posting Date: 4/10/07 Procurement Office: U.S. Environmental Protection Agency (EPA), Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 Response Date: 4/19/07 THIS IS A SOLE SOURCE PROCUREMENT, NOT A RFQ The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnership Division (CPPD) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the International Union of Air Pollution Prevention and Environmental Protection Associations (IUAPPA) in the United Kingdom. The purpose of this acquisition is to support the Global Air Pollution Forum (GAPF) activities and organize informal intra-regional and inter-regional international dialogues on air quality management to build capacity and formulate consensus regarding future international efforts to address transboundary air pollution affecting the United States. The contractor will promote discussions between technical experts and government representatives on how to develop, strengthen, and harmonize global and regional emissions inventories as a prerequisite to addressing transboundary air pollution, with a focus on the South Asia region. The contractor will also assess the feasibility of multilateral technical collaboration and harmonization efforts related to fundamental air quality management functions, other than emissions inventory development, such as air quality monitoring or impact assessment, to strengthen capacity for international cooperation on transboundary air pollution. IUAPPA, as the convener of the GAPF, is the only responsible source to meet the government's need to organize intra-regional and inter-regional international dialogues to explore the potential for future international policies in informal, but officially-sanctioned settings. This is not a request for quotation. No contract will awarded on the basis of offers received in response to this notice.
