- The U.S. Department of Agriculture, Gifford Pinchot National Forest, intends to procure one Backhoe meeting the specifications listed below. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All proposals must be submitted by May 10, 2007. The solicitation number for this project is AG-05K3-S-07-0016 and is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This combined synopsis/solicitation is issued as a small business set-aside. The applicable NAICS code is 423810 with a corresponding size standard of 100 employees. LINE ITEMS Item 1 = AWD Backhoe/Loader with Extendable Backhoe Boom, Quantity = 1, Unit = Lump Sum MINIMUM SPECIFICATIONS Full Cab, ROPS, including heater/defroster and front and rear wipers Operating Weight Range: 16,000 to 20,000 Lbs. Horsepower Range: 89 to 98 HP Net Power Air Conditioning Fan, Circulating Turbocharged Front bucket up to 1.5 CY with reversible cutting edge All wheel drive (AWD) with manufacturers applicable switching mechanism Standard tires front and rear, 10 ply or better, traction style 2 batteries Counter weights, as required up to 1500 lbs Guards on AWD shaft and stabilizers Rotating beacon, w/ protective cage, fixed and mounted prior to final delivery Extendable backhoe boom with hydraulic lines to accommodate various attachments Applicable model backhoe bucket for extendable boom option Boom lock for travel Minimum fuel capacity of 36 gallons Power shift transmission Hydraulic backhoe bucket thumb Vandalism protection guards on exterior access panels and openings Stabilizer to have reversible pads (rubber on one side, steel on one side) Engine block heater Thermal starting aid Back up alarm Ride control Seat belt, OSHA approved Two exit doors Four working lights, front and rear Tilt steering wheel Suspension seat, fabric covered Backhoe controls to be excavator pattern with pilot controls Hydraulic return to dig function Backhoe bucket, heavy duty, 24 inch AM/FM radio One spare front tire and wheel, 10 ply or better, traction style One spare rear tire and wheel, 10 ply or better, traction style Rear wheel spacers for tire chain installation High ambient cooling package (oil cooler) to accommodate attachments such as a hammer, compactor, etc. Manuals: one (1) complete set of operation, servicing and parts manuals provided at time of delivery DATE AND PLACE OF DELIVERY Backhoe/Loader is to be delivered to the Cowlitz Valley Ranger District office located at 10024 US Highway 12, Randle, WA 98377 by no later than June 1, 2007. PAYMENT Payments under this project will be made in accordance with the applicable clauses and provisions listed below. All clauses and provisions can be viewed in full text at www.arnet.gov . 52.212-1 Instructions to Offerors-Commercial Items 52.212-2 Evaluation-commercial Items (Offerors submitting a quote will be evaluated based on price, product quality, and proximity of parts/services for backhoe within the local area. One award will be made to the offeror providing the quote that represents the best value to the Government, all factors above taken into consideration. Offerors shall supply with their quotation all pertinent information on the product they are quoting and a list of customers who can be contacted to establish their level of satisfaction with the offerors products. Offerors should include with their quotation and product information the duration and cost of any available extended warranties as well as the location of the nearest service/parts providers.
