Description
Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Division (CRAD), 601 East 12th Street, Room 1756, Kansas City, Missouri 64106. This is a combined synopsis/request for quote for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Request for Quote (RFQ) from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), for UPS battery replacement and preventative maintenance on POWAREWARE 9315-50 UPS at various Weather Forecast Office (WFO) locations throughout the United States. This constitutes the only Request for Quote (RFQ), written quotes are being requested; and a written RFQ will not be issued. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all offerors must have a Dun & Bradstreet Number. This notice is hereby issued as RFQ No. NWWR4000709158CMM. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The line item(s) will be provided in accordance with the specifications listed below. The prices shall be all inclusive of costs. The FAR clauses and provisions incorporated into this acquisition shall be: 52.212-1 Instruction to Offerors ? Commercial Items (Sep. 2006), 52.212-3 Offeror Representations and Certifications ? Commercial Items (Nov. 2006), 52.212-4 Contract Terms and Conditions ? Commercial Items (Feb. 2007), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Mar. 2007) (Sections 5, 15, 17, 18, 20, 24, 33, (c) (1) (2) Wage Grade Equivalent is WG-08), 52.228-5 Insurance ? Work on a government Installation (Jan. 1997). The following Commerce Acquisition Regulations (CAR) are also incorporated into this acquisition by reference: 1352.201-70 Contracting Officer?s Authority (Feb. 2005), NWS will designate a POC at the time of award, 1352.215-70 Period of Performance (Mar. 2000) {the period of performance will be from date the Notice To Proceed is issued by the Contracting Office through August 31, 2007}, 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (Mar. 2000) { The Government will award a purchase order resulting from this request to the responsible offeror whose quotation conforming to request results in the best value to the Government, price and other technical factors considered. The following factors shall be used to evaluate quotes: Technical capability; Warranty; Current licenses; Past Performance; and Price. All factors other than price are equally important to one another. The proposed price will be evaluated but not scored. The price evaluation will determine whether the proposed price is realistic, complete and reasonable in relation to the requirements of this request. Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1. Technical Proposal. Written documentation that demonstrates the firm?s ability and test equipment to perform required tasks as stated herein. 2. Proof of current license. 3. Written plan for completion after notice to proceed is given, before August 31, 2007, battery replacement and preventive maintenance on Powerware UPS systems at all NWR locations specified in Attachment A. 4. Warranty 5. Proof of Insurance in the amounts specified herein. 6. A list of references including name and telephone numbers of firms to whom the offeror has successfully provided services that are the same or similar to that described herein. 7. A completed price schedule for all line items identified in this notice. 8. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items (completed). 9. Certification of registration in CCR. This is a firm fixed price request for quote. DESCRIPTION: The contractor shall provide all the materials, tools, supervision, delivery, coordination, and services necessary for the UPS battery replacement and preventative maintenance on a Powerware 9315-50 UPS. The Contractor shall: 1. Install new batteries into the Powerware cabinet and terminate all electrical conductors in accordance with Powerware?s instructions. 2. Perform a functional test of the UPS system. 3. Perform preventative maintenance to inspect, test, evaluate, and calibrate according to the manufacturer recommendations for the type of UPS being worked on. In addition, the Contractor shall perform the indicated actions addressed on the UPS Inspection and Service Report (Attachment B), as applicable to the type of UPS being worked on, and complete the report in full. Disposition of this report (within 10 calendar days of work completion) is as follows: a) Provide one copy to the Meteorologist in Charge (MIC) at the NWS office where work is being performed. b) Provide one copy to the following address: Facility Engineer National Weather Service 7220 NW 101st Terrace Kansas City, MO 64153 c) Contractor shall retain a copy for his records. ADDITIONAL REQUIREMENTS: 1. Remove the old batteries from the UPS and dispose of them in accordance with all EPA, OSHA, and Local regulations.] 2. Any additional work or repairs required will not be done on this purchase order. If additional work is required, the Contractor shall inform the Contracting Officer and a determination will be made at that time as how to proceed. COMPLETION DATE: Completion of this project shall be from the date the Contracting Officer issues the notice to proceed through August 31, 2007. If any delays are expected, the Contracting Officer shall be notified as soon as possible to coordinate a purchase order modification. INSPECTION AND ACCEPTANCE: Upon completion the Contractor shall show by means of a submitted report to the Facility Engineer that the batteries have been exchanged and that the UPS system is functioning properly in the Normal (not by-pass) mode. TERMS OF THE STATEMENT OF WORK (SOW): 1. The Contractor shall be licensed and insured. The Contractor shall be required to provide a copy of the license and proof of insurance in the amount of $100,000.00 when submitting quotes. 2. The Contractor, if remotely located, shall designate a representative local to the contract site, with contact numbers, for the COTR to communicate with about the quality or work, progress, and technical details of the project. Neither the local representative nor the COTR has the authority to modify the contract in any manner which might affect the cost thereof. 3. The Contractor will be responsible for the scheduling and coordination of work on the site. This will include any required outages. In the event severe weather occurs within the warning area of the work site, all work being performed by the Contractor may be halted by the local MIC. Work stoppage due to severe weather in the warning area is not negotiable and all work will stop immediately. 4. The Contractor will not commence work until they have been provided with a ?Notice to Proceed? from the Contracting Officer. The award and issuance of a purchase order is not a Notice to Proceed with this purchase order work. Prior to the issuance of a Notice to Proceed the Contractor shall submit for approval a project schedule showing the date when on-site work will begin, hours work will be performed, and date when work will be completed. Unless otherwise approved the Contractor shall schedule all work Monday through Friday with eight (8) work hour days between the hours of 7:00 a.m. and 5:00 p.m. Longer work days and work on Saturday may be approved; however, no work will be performed on Sundays or Federal Holidays. The Contracting Officer shall be notified changes in the project schedule are requested along with the reason for the change. 5. The duration of this purchase order will be from the date the Contracting Officer issues the notice to proceed through August 31, 2007. 6. The Contractor shall be responsible for the removal and disposal of all unused materials and placed equipment. All disposals shall conform to Federal and Local environmental regulations. Contractor shall be responsible for providing ?certificate of disposal? with the Inspection and Service report. 7. The Government reserves the right to inspect for quality control at any point during the maintenance process. 8. The Government assumes no responsibility for the division of work to be accomplished by subcontractors. The prime Contractor shall be the solely responsible party to the Government for meeting the terms of the awarded purchase order. SAFETY AND ENVIRONMENTAL REQUIREMENTS: 1. The Contractor and Sub-Contractors shall comply with all applicable Federal, State, and Local law and regulations pertaining to safety and environmental requirements. 2. The Contractor shall insert this clause, including this paragraph (2), with appropriate changes in the designation of the parties, in all subcontracts. 3. The Contractor shall provide and maintain work environments and procedures which will safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities. 4. The Contractor shall be able to provide to the Contracting Officer, or the designated official, Material Safety Data Sheets (MSDS) for all chemical products prior to them being brought on site. These products include, but not limited to solvents, cleaners, paints, pesticides, herbicides, and lubricants. The Contractor shall comply with the following: a) All products shall be kept in original container with legible label. b) If the product is placed in smaller container for use, the smaller container shall be marked legible stating the product it contains. c) There shall not be any chemical product mixed together unless intended by the chemical manufacture. 5. On contracts for construction, dismantling, demolition, or removal, the Contractor shall: a) Provide appropriate safety barricades, signs and signal lights. b) Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 (OSHA Regulations Standards for Safety and Health Regulations for Construction) and 29 FCR Part 1910 (OSHA Regulations Standards for Occupational Safety and Health Standards). c) Ensure that any additional measures the Contracting Officer determines to be reasonably necessary for the purpose of safety and environmental compliance are taken. 6. Whenever the Contracting Officer becomes aware of any noncompliance with these requirements or any condition which poses a serious or imminent danger to the health or safety of the public or Government personnel, the Contracting Officer shall notify the Contractor orally, with written confirmation, and request immediate initiation of corrective action. This notice, when delivered to the Contractor or the Contractor?s representative at the work site, shall be deemed sufficient notice of the noncompliance and that corrective action is required. After receiving the notice, the Contractor shall immediately take corrective action. If the Contractor fails or refuses to promptly take corrective action, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall not be entitled to any equitable adjustment of the contract price or extension of the performance schedule on any stop work order issued under this clause. 7. If the contract will involve work of a long duration or hazardous nature, prior to commencing the work, the Contractor shall: a) Submit a written proposed plan for implementing this clause. The plan shall include an analysis of the significant hazards to life, limb, and property inherent in contract work performance and a plan for controlling these hazards. b) Meet with representatives of the Contracting Officer to discuss and develop a mutual understanding relative to administration of the overall safety program. 8. The Contractor shall request and receive markings before any excavation from all utilities. The Contractor shall document all communications with utilities including the date, time and person notified by the Contractor. 9. The Contractor shall dispose of all waste material/products off site in accordance of Federal, State, and Local law and regulations at Contractors expense. The Contractor shall remove all unused materials/products that was supplied or purchased by the Contractor or the Government in performance of this contract unless otherwise specified in writing by the Contracting Officer. If the Contracting Officer specifies material/product to be retained for the Government the Contracting Officer will note storage area. 10. The Contractor is responsible for the clean-up and remediation of any chemical/compound spills. NOTES: 1. The machine was delivered with a complement of 40 batteries, Brand Name: Dynasty C & D, UPS 12-140FR batteries, ?12-140wpc, 15 min to 1.27vpc, High Rate Series?. Please include in quote 40 replacement batteries with a P/N MR12-150 or equivalent, that includes installation, preventative maintenance, and freight to the location (P/N MR12-150 replaced UPS 12-140FR) 2. Battery must meet the following minimum specifications to be considered equal to the P/N MR12-150 (UPS 12-140FR battery): a) 12V 33AH at 20 HR Rate. b) 12V 137 Watts/ Cell at 15 Min. Rate. c) Dimensions (inches): 7.77 long x 5.19 deep x 7.35 high. 3. The batteries must be from the same batch and sequentially numbered or they will NOT be accepted. Perform a complete visual check of major components, harnesses and circuit boards for signs of heating, arcing, vibration and wear. Make note of all deficiencies and correct where able. 11. Burnish all internal open-face relay contacts if needed. 12. Check all electrical connections for proper tightness. Red ?Maintenance Bypass? light should be lit on the UPS bypass door. c) Move SW2 to the ?off? position. d) Move the static bypass toggle switch (CB3) to the ?close? position. i. Static bypass contactor will close. ii. Verify the ?Load on Bypass? LED is lit above the control panel display. e) Move control power breaker (CB101) to the ?on? position. i. The UPS will run internal diagnostics. ii. The input contactor will close. iii. The converter will start. iv. The DC (battery) contactor will close. v. The display panel will prompt the operator to start the inverter. (1) The ?Load on Bypass? LED should still be lit. f) Move the large black handle switch to the ?normal? position. i. The red ?internal maintenance bypass? light should turn off while the green ?normal? light should turn on. g) Wait 30 seconds for the system to ?settle down?. h) Reconnect the DC (battery) voltage i. Either a breaker or a connector. i) Start the Inverter by pressing the ?start? button on the display. i. Verify the UPS has returned to ?Normal Operating Condition?. j) Transfer from generator power to utility power. Powerware (Eaton) 9315-50 50 KVA a) Move the UPS input Breaker (or disconnect) to the ?ON? position. b) Wait 30 seconds, then inside the battery cabinet door, move the Battery Disconnect Breaker to the ?ON? position. c) Verify: i. The ?battery? switch in ?Normal?. ii. The ?Mode? switch is ?Bypass?. iii. The ?Reset? button is pressed in. d) Move the CB1 Breaker to the ?ON? position. i. Verify the ?bypass? LED is illuminated. ii. If it is NOT, then turn the ?START? key and hold for 2 seconds. i. The ?bypass? LED is illuminated. e) Move the UPS Output Breaker to the ?ON? position. f) Move the Main Bypass Breaker (or disconnect) to the ?OFF? position. g) Rotate the ?Mode? switch to the ?Normal? position. h) Turn the ?START? key and hold for 2 seconds. i. The UPS should now be operating in the normal mode. ii. The green sine wave should be illuminated on the control panel.
