Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The U.S. Department of Energy (DOE) is contemplating to solicit a proposal and negotiate a sole source bridge contract with Technology and Management Services, Inc., in the event that a follow-on competitive acquisition is not awarded in time to a successful offeror. The follow-on competitive acquisition began with the issuance of a Request for Quotation (RFQ) number DE-RQ01-07EE11182 to targeted vendors in accordance with procedures under FAR Subpart 8.4, GSA Federal Supply Service Schedules. The RFQ was issued on March 19, 2007. The proposed bridge contract will provide continued high quality professional and administrative services to the Deputy Assistant Secretary for Energy Efficiency and Renewable Energy, Office of Business Administration (DAS-BA). This support is currently being performed by Technology & Management Services under contract number DE-AC01-01EE10755 and will expire on April 25, 2007. The proposed contract will be for the purpose of bridging the period of performance between the expiration of the current contract and the placement of an order to a successful offeror in accordance with procedures under FAR Subpart 8.4, GSA Federal Supply Service Schedules. The mission of the Deputy Assistant Secretary for Business Administration (DAS-BA) is to provide effective corporate management leadership based on clear communication, open information systems, prudent human resource management, and thorough analysis in the areas of planning, budget, and operations to facilitate the accomplishment of EERE's complex RD&D portfolio. The DAS-BA reports to the Assistant Secretary through the Principal Deputy Assistant Secretary. The DAS-BA serves as the exclusive source for all EERE business products, processes, and systems and provides a full suite of business services to EERE's Assistant Secretary, Board of Directors, Office of Technology Advancement and Outreach, Deputy Assistant Secretary for Technology Development, and Program Management offices. The DAS-BA is supported by three offices ??? the Office of Program Execution Support, the Office of Planning, Budget, and Analysis, and the Office of Information and Business Management Systems. The DAS-BA also oversees the activities of the Golden Field Office. The effort by the contractor will provide the Office of the Assistant Secretary and the office of the Deputy Assistant Secretary for Business Administration the means to support the RD&D mission and vision of the EERE with Planning, Analysis, Systems Engineering, and related services support. The services are generally described as to include, but not be limited to: Special Studies and Reports; Planning and Budget; Planning, Analysis, and Evaluation Support; System Engineering and Integration Support; Strategic Management System Support; Conference Management Support; Program Execution Support Office Assistance; and, Information and Business Management Support. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 USC 253[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency???s requirements. Technology & Management Services has the requisite number of key and non-key personnel possessing the technical skill and training who are familiar with the program and requirements, and who are available to provide services pending the award of a competitive follow-on contract. Firms who want to challenge the sole-source must submit an interest letter that demonstrates: 1) the firm's ability to perform the work as described above; and 2) the firm???s ability to provide the requisite personnel and be fully operational by April 26, 2007. A determination by the Government not to proceed with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The intent of this award is to provide the required support services until the award and transition of a competitive follow-on acquisition is completed as described in the first paragraph above. The North American Industry Classification System (NAIC) Code for this requirement is 541330. The period of performance of this bridge contract is for a total of one 30-day period.
