- REQUEST FOR INFORMATION ONLY. ISSUE DATE IS 12 APRIL 2007. REPLY NO LATER THAN DATE IS 3:00 PM (CST) ON 26 APR 2007. REFER ALL QUESTIONS AND COMMENTS TO THIS WEB SITE. *************************************************************** The Air Education and Training Command (AETC) Plans, Requirements and Programs Directorate, Randolph Air Force Base, Texas is seeking sources capable of transforming the current Specialized Undergraduate Pilot Training (SUPT) T-6 Primary Phase Ground Based Training System (GBTS) from a segregated, specific training location, and hard scheduled training system to an individually accessible anytime, anywhere training system. This Request for Information (RFI) is for planning purposes only. This information will be used in conducting market research to identify potential sources and commercial products, obtain prices, and to locate businesses experienced in business operating system (BOS) services that express interest in performing these requirements. This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and at no cost to the Government. A formal solicitation for this project may be issued at a later date. The Government will award one contract. A firm fixed price (FFP) type contract is contemplated. A source selection will be conducted per Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315 and Mandatory Procedures (MP) 5315.3 at HQ AETC, Randolph AFB, TX. Contacts to Government personnel by potential offerors regarding this project are not allowed. The contracting officer, Mr Marcelo M. Buckley, will post all information regarding this RFI as soon as it becomes available. Comments and information on the following are requested: (1) Company name, Cage Code and DUNS number, address, point of contact, their telephone number and e-mail address (2) Approximate annual gross revenue (3) Any small business status (8(a), HUBZone, veteran-owned, women-owned, etc.) (4) Indicate if your role in the performance of the consolidated requirement would be (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe (5) If you indicated your role as Prime Contractor on Question 4, indicate the functions for which you plan to use subcontractors (6) If you indicated your role as Prime Contractor on Question 4, please provide brief information you feel would indicate your capability to mobilize, manage, and finance a large service contract such as this (7) If you indicated your roll will be a Subcontractor on Question 4, please indicate which functional areas you intend to cover (8) Indicate if your company primarily does business in the commercial or Government sector (9) Please describe any commercial-sector contracts you have performed for similar combined services [if applicable (10) Indicate which NAICS code(s) your company usually performs under for government contracts and (11) please provide suggestions to maximize the effectiveness of the anticipated solicitation and resulting contract in providing quality services to all thirteen bases in HQ AETC]. The planned NAICS (North American Industry Classification System) code is 561210 and the FSC (Facilities Support Services) code is 8744, with the applicable small business size standard of $30 million in annual gross receipts. Requirement: (Note: The description herein is a summary of the required services and is not intended to be all-inclusive). Overview: AETC plans a proof-of-concept study to collect data to aid leadership in determining future instructional technology solutions for aircrew training. This data collection effort will require a vendor recommended hardware/software recommendation that will transform the current segregated ground-based training events to a multi-point access training system. The goal is for students to have access to the pilot training ground based training curriculum anytime and anywhere to include their residence. The specific course of instruction for this study will be the T-6 Joint Primary Pilot Training / (P-V4A-J). Ground training is currently taught via traditional instructor led classroom, computer based training, part task trainer missions, and table-top flight line instruction. This is not a training system acquisition. AETC is seeking to acquire only that level of a software/hardware solution that will provide sufficient data to determine the viability of anytime, anywhere ground based training versus the current training system. System Requirements: 1) The vendor must be able to survey the SUPT training environment and make recommendations for a portable electronic device or devices capable of displaying the consolidated portions of the current GBTS. 2) The vendor must be able to capture the current instructional material from Authorware, Word, Excel, PowerPoint, standard audio/video training segments as well as paper-based material and then convert the current training material for display on portable devices. 3) The vendor must be able to develop the portable devices for access to training material anytime and anywhere to include data access points, high speed wireless and wired connections, and portable input devices. 4) The vendor must be able to connect the portable training devices to the existing Training Information Management System (TIMS) for the purposes of updating student training records and records review by training personnel. 5) The vendor shall provide approximately 90 portable devices with a one-year service contract for the maintenance of each device. 6) The vendor must provide specific examples of how the effectiveness of the anytime anywhere training system can be evaluated in comparison to the current training system. Small Business (SB) Set-Aside Determination: The Government reserves the right to decide whether or not a SB set-aside is appropriate for this acquisition based on responses to this notice. In order for the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capability to successfully perform and manage all the requirements of this magnitude. In the solicitation, the extent to which prime contractors provide for the significant use of small and small disadvantaged business subcontractors will be a consideration in the evaluation of proposals.
