- The 96th Contracting Squadron, Eglin AFB, Florida intends to award a Firm-Fixed Price (FFP) contract for the purchase of 1 each, Quadruple Mass Spectrometer and associated items in support of the Air Force Research Laboratory (AFRL) for its Helium Nanodroplet project. This is a combined synopsis/solicitation for commercial items and this procurement is prepared and conducted in accordance with Far Part 12.6 and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The announcement number is F1TBAP7087A001. This solicitation is issued as a Request for Quotation (RFQ). The North American Industry Classification Systems (NAICS) code for this acquisition is 334515, with a small business size standard of 500. Please identify/confirm your business size in your response based upon this standard. Potential vendors MUST MEET THE FOLLOWING SPECIFICATIONS: (1) Basic Requirement: A complete research-grade quadruple mass spectrometer sensitive to 2-4000 amu specially designed for efficient mass-analysis of molecular beams. The system shall include a quadruple mass filter, a high-efficiency cross-beam ionizer, a 90 degree quadruple bender, analog and counting amplifiers for both positive and negative ion detection, electron multiplier with conversion dynode, and all necessary ion optic controllers, oscillators, and power supplies. The entire system shall be computer controllable and tunable, and include all of the necessary control cards, cables, software, and manuals. (2) Quadruple Filter Specifications: The default system must be sensitive from a minimum range of 10-4000 amu and maintain a resolution of at least 1 amu over that entire range. A second oscillator shall be included which is capable at least 1/4 amu resolution over a minimum range of 2-500 amu. The resolution modules must be swappable without breaking vacuum. All necessary exit and entrance focusing optics shall be included. (3) Detector: An electron multiplier with a conversion dynode is required. The ion detector shall be capable of operating in both positive and negative ion modes and be sensitive over the entire mass range of the quadruple mass filter. A spare electron multiplier shall also be provided and include instructions for replacing the original detector. (4) Preamplifiers: High-sensitivity pre-amplification is required that is capable amplifying both negative and positive ion signals from the detector in both ion counting and analog modes. These requirements can be satisfied with multiple preamplifiers, and not necessarily be packaged as a single component. The preamplifiers shall be interfaced to the controllers and power supplies of that control the mass filter and be gain adjustable by computer. (5) Ionizer assembly: A crossed beam electron impact ionizer assembly with tungsten filaments is required. The ionizer shall be specifically optimized to ionize molecular/cluster beams. All necessary optics shall be included to control the electron impact energy over a minimum range of 15-150 eV with electron emission current of at least 1 milliamps over the entire range. Extraction, focusing, and acceleration optics shall also be included that remove the ions from the ionization region and guide them into the quadruple bender. Monitors for each of these components shall be included and interfaced with a computer. A separate, spare thoriated-iridium filament assembly is also required with instruction on how to install it into the ionization assembly by the user. (6) Quadruple bender: A quadruple bender/energy filter is required that guides the ions out of the ionizer assembly and up into the quadruple mass filter after going through a 90 degree bend. The bender shall include any necessary exit and entrance focusing optics. All four sides of the quadruple bender shall be open to promote efficient evacuation of the region as well as offer a means to counter propagate a laser along the molecular beam axis. (7) Vacuum Considerations: All components within the vacuum shall be constructed with materials compatible with ultra-high vacuum using standard UHV fabrication practices. The entire fixture and any electrical feedthroughs shall be mounted onto a 6-inch CF-type flange (100% compatible with the 6-inch Varian ConFlat). The components shall be leak tested prior to shipment. (8) Flexibility: All ion-optical components in the system shall be modular in design and provide the flexibility to be modified, replaced, or added-upon in future versions to the system. (9) Software: The vendor shall provide software that is capable of controlling and tuning all of the components of the mass spectrometer including, but not limited to, the ionizer, all focusing/acceleration optics, the multiplier/conversion dynode, and power supplies. The software shall provide a means for performing data acquisition and control the mass spectrometer in both scanning and single/multi mass monitoring modes. The software should also provide a scripting language that the user can write programs to control the mass spectrometer and acquire data as appropriate. The vendor shall provide full documentation of the software. (10) Power and Cooling Requirements: Vendor will provide all electronic controllers as well as interconnection and power cables required for operation using either 110 or 220 VAC, 60 Hz power. The system shall provide a means to be interlocked to a vacuum monitoring device (such as an ionization gauge) to protect the filament. All components of the system shall be air cooled and include any necessary fans. (11) Cabling: Vendor will provide all interconnection cables and power cables required for operation. (12) Installation: The Vendor shall provide two days of on-site installation/training/inspection after delivery of the system. The time and date of this service will be decided after delivery of the system. (13) Serviceability and Warranty: Vendor will clearly describe which parts are covered under the standard Warranty, the duration of the standard Warranty. Vendor is invited to propose as an option an extended Warranty plan which will cover all parts, labor, and travel charges for a limited time period. (14) Delivery: Quote shall include the cost for delivery of the system. System must be shipped no later than 8 weeks from the date of contract. (15) Installation: The Vendor shall provide two days of on-site installation/training/inspection after delivery of the system. The time and date of this service will be decided after delivery of the system. IMPORTANT NOTE: All components in this system must be new. No recycled, refurbished, or otherwise used parts are permitted in this system.
