Description
The 65th Contracting Squadron intends to award a Sole Source contract under the 8(a) Program to Aspec Engineering for services to operate and maintain the waste water treatment plant at Lajes Field, Azores, Portugal. The 65th Contracting Squadron intends to award this contract by other than full and open competition in accordance with FAR 6.302-5(b)(4), and 10USC 2304(c)(5). This notice is NOT a request for proposals. Basic Services: The contractor shall provide all management, personnel, vehicles, tools, supplies, equipment, chemicals and labor necessary to ensure wastewater treatment plant (WWTP) and liftstation services are performed at Lajes Field, Azores in accordance with European Community Standards, U.S. EPA regulations and the Final Governing Standards (FGS) as applicable. The WWTP, and liftstations, and all associated equipment shall be referred to as the wastewater treatment system. The WWTP is an 800,000 gallon per day activated sludge plant. In addition, there are 8 liftstations. Wastewater treatment operations shall be conducted in order to provide continuous, cost effective, and efficient treatment of all wastewater. The system shall operate 24 hours a day, 7 days a week. Such operations shall include general operation and maintenance of equipment, pumps, valves and piping, sampling and lab analyses, waste and effluent disposal, and other related services. All operations shall be accomplished in accordance with the treatment facility operations manuals and industry standards. Facility operations and effluent discharge practices shall comply with European Community Standards, U.S. Environmental Protection Agency (EPA), and Final Governing Standards (FGS) as applicable.
