The previous notice (W9137B000001) has been amended to include the Statement of Work. STATEMENT OF WORK (SOW) Pre/post-Doctoral Research Fellow for China Security Affairs; Research Directorate, Institute for National Strategic Studies National Defense University (NDU) 1. OBJECTIVE: This SOW delineates the tasks required to serve as a pre/post-doctoral research fellow for China Security Affairs in support of the Institute for National Strategic Studies (INSS). The INSS Research Directorate (RD) seeks a contractor to ser ve as a pre/post-doctoral research fellow full-time from July 2007 through June 2008. Said contractor will provide services at NDU and the RD technical representative will provide supervision, tasking, and day-to-day management as executive agent of the c ontracting officer. 2. BACKGROUND: The mission of the National Defense University is to educate military and civilian leaders through teaching, research, and outreach in the areas of national security strategy, national military strategy and national resource strategy; joint and multinational operations; information strategies, operations and resource management; acquisition; and hemispheric defense studies. NDU is the nations premier joint professional military educational institution, and seeks to remain in the forefront o f national security issues and the application of national power. An increasingly important mission of the University is the conduct of numerous foreign outreach programs in support of national and defense priorities, in close coordination with a wide ran ge of U.S. regional and security policy experts. 3. SCOPE OF WORK: The contractor will propose and work on an independent China security research project that contributes to the INSS research program and outreach mission. The contractor will be required to make substantial progress on the China security research project, and will also be expected to produce two article-length studies or book chapters suitable for publication over the term of the contract. The studies/chapters may be drawn from the larger research project. The contractor will also contr ibute to related research, dialogue, and program activities of the INSS Asia-Pacific team as requested. Applications should include a resume/curriculum vitae, as well as a ten page project proposal that describes the applicants contemplated major China security research project, to include proposed chapter/section headings, a summary of research objectives, and a description of the Chinese and English language sources and methodology that will be employed in the research. In addition, two letters of reference/recommendation are required. The contractor will fund travel and purchase research materials neces sary to complete the research tasks. 4. TASK REQUIREMENTS: The following tasks will be performed by the contractor: 4.1 Task 1: Make substantial progress toward completing a major China security research project, and produce two article-length studies or book chapters on China security issues suitable for publication over the term of the contract. 4.1.1 Major China Security Research Project: 4.1.1.1 Submits detailed research work plan (based on contract proposal) outlining research sub-tasks and schedule for approval. 4.1.1.2 Acquires English and Chinese language sources and research materials necessary to complete major research project. 4.1.1.3 Performs research-related travel necessary to complete major research project. 4.1.1.4 Submits interim research findings in accordance with the schedule in the approved research work plan. 4.1.1.5 Completes research tasks in approved research work plan by the end of the contract term. 4.1.1.6 Accounts for travel and research-material expenses. 4.1.2 Two article-length studies or book chapters on China security issues: 4.1.2.1 Submits detailed research work plan outlining research sub-tasks and schedule for approval. 4.1.2.2 Acqu ires English and Chinese language sources and research materials necessary for articles/chapters. 4.1.2.3 Performs research-related travel necessary for articles/chapters. 4.1.2.4 Completes two research studies/book chapters in accordance with the schedule in the approved research work plan and submits them for publication. 4.1.2.5 Accounts for travel and research-material expenses. 4.1.2.6 The two article-length studies/book chapters may be drawn from the major research project. 4.2. Task 2: Contribute to research, dialogue, and program activities of the INSS Asia-Pacific team as requested in areas related to contractors expertise. 4.2.1 Research: 4.2.1.1 Contributes to short INSS research projects in area of expertise as requested. 4.2.2 Dialogue and program activities 4.2.2.1 Participates in INSS counterpart dialogues, conferences, and program activities in area of expertise as requested. 5. SECURITY: The contractor shall comply with all appropriate Government and Department of Defense security directives and regulations when performing work in support of this contract. A security clearance is not required. 6. PERSONNEL: The contractor will provide one technically qualified and experienced person for on-site work to accomplish the tasks specified in this SOW. Contractor must have a demonstrated ability to work with Chinese language source materials and a rec ord of successful research projects and/or publications. Contractors research experience, quality/relevance of the research proposal, and contractors potential to contribute to the field of China security studies will be the key evaluation criteria. A p erson currently enrolled in or recently graduated from a doctoral program related to China security is preferred, but a recent graduate from a masters program is acceptable. 7. PLACE OF PERFORMANCE: Work under this contract will be performed at the main campus of NDU, located at Fort McNair, Washington, D.C. Normal duty hours for Government and Contractor personnel are 0800 to 1630. 8. GOVERNMENT FURNISHED FACILITIES, EQUIPMENT, AND SUPPORT: The Government will provide the following to the contractor employee performing the tasks specified in this SOW. 8.1 The facilities, office supplies, and equipment, to include work and conference space, telephone, computer, access to copy machines, message, and fax support, and any other administrative or communications support, required to perform the tasks specified in this SOW. 8.2 Access to unclassified documents, studies, and databases as promulgated by the Research Directorate as well as other materials required to perform the tasks specified in this SOW. Additionally, the contractor will have access to the NDU intranet necessary for execution of the tasks under this SOW. 8.3 Travel directed by INSS will be funded by the government.
