Description
The US Army Space and Missile Defense Command, Contracting and Acquisition Management Office, on behalf of the Joint Program Executive Office for Chemical Biological Defense (JPEO-CBD), Joint Project Manager Guardian (JPMG), Product Manager Installation Protection Program (PM-IPP) intends to extend the term of the current contract W9113M-04-C-0062. Science Applications International Corporation (SAIC) located at 3465-A Box Hill Corporate Center Drive, Abingdon MD. 21009 is the Lead Systems Integrator (LSI). The term of the contract will be extended from 27 April 2007 to 31 October 2008. The modification to extend the term of the contract will allow for the completion of the ongoing efforts as described below. This notice is not intended to solicit for proposals and no responses are anticipated. The current contract was competitively solicited and awarded 28 April 2004 as a Cost Plus Fixed Fee Contract with a 3 year base period and 2 one year award term options. In the fall of 2005, the program was decremented $535M resulting in a change in the execution of the program. JPMG made a decision to provide a core response capability to military installations rather than totally cease execution. This interim program is referred to as IPP ?Lite?. The program consists of providing a core emergency response capability, an Incident Management System (IMS) and a Mass Notification System (MNS). The increase to the period of performance (PoP) of the existing contract will support the continuation and completion of current Installation Protection Program ?Lite? efforts associated with installation survey, design, fielding, training, testing, maintenance and sustainment through 31 Oct 08. The revised PoP allows for consideration of implementation activities as well as 1 year Contractor Logistical Support for fielded installations. This phasing of the installations as they are completed will require the period of performance to extend through October 08. A competitive solicitation process, for the follow-on effort, is currently ongoing and scheduled to be awarded in late FY07, to execute a revised multi-tiered Installation Protection Program beginning in FY08.
