Description
The Product Manager, Soldier Sensors and Lasers (PM SSL), located at Ft. Belvoir, Virginia, is conducting a market survey. Sources within the United States are sought for innovative and light-weight solutions for man-portable system which can provid e U. S. warfighters with high accuracy target location and laser designation capabilities based on current Army and emerging Joint requirements. PM SSL is considering a competitively awarded contract for these devices in fiscal year 2009, and is seeking i nformation from interested companies on their demonstrated ability to meet the requirements listed below within the stated timeline to meet urgent and ongoing warfighter needs. Technical Requirements Summary: 1. Carry weight, total including power source: 30 lbs (T), less than 20 lbs. (O). 2. Thermal Night Vision: greater than 3.0 km vehicle recognition (T), greater than 4.0 km identification (O). 3. Day Camera: greater than 7 km vehicle recognition (T), greater than 8 km vehicle identification (O). 4. Eye-safe laser rangefinder: range greater than 10 km (T), greater than 15 km (O); accuracy plus or minus 5 m (T), plus or minus 1 m (O). 5. Azimuth measurement: less than 6 mils 1 sigma (T), less than 1mil within 60 seconds, non-magnetic (O). 6. Vertical Angle measurement: less than 4 mils 1 sigma (T), less than 1 mil within 60 seconds. 7. Self Location: SAASM GPS (T), less than 1 meter (O). 8. Target Location Error: 38 m CEP @ 10 km (T), 10 m CEP @ 10 km (O) 9. Automatic target location calculation (T). 10. Digital targeting data export and video export (T). 11. Laser designation for U. S. DoD laser guided munitions greater than 5 km (T), greater than 7 km (O). 12. Integral boresighting for laser designator to sight (T). 13. Day/Night laser designator spot detection/imaging: greater than 2 km (T), greater than 7 km (O) 14. Ruggedized to meet MIL-STD-810 environments (T). Schedule Requirement: Delivery of a qualified product is required beginning January 2010 at a rate of at least 30 systems per month. Technical capabilities for the system. Please include the following information under the stated conditions: a. Night recognition range to a 2.3 meter x 2.3 meter NATO standard target, 1.25? C temperature difference, 60% atmospheric transmission within band, 70% probability of recognition. b. Day recognition range to a 2.3 meter x 2.3 meter NATO standard target, 8 kilometer visibility, 60% probability of recognition. c. Rangefinder range to a 2.3 meter x 2.3 meter NATO standard target, 8 kilometer visibility, 10% target reflectance within band. d. Rangefinder accuracy, target discrimination, and ranging logic employed. e. Self-location device type. f. Azimuth and vertical angle measurement performance, in mils, with description of device used. g. Target location error in meters circular error probable at the measured range. h. Laser designator output energy, beam divergence, wavelength, jitter, and maximum duty cycle. i. Brief description of designator to target locator boresighting technique, if separate modules are used. j. Results of any tests performed with this system. 2. Physical characteristics of the system. At a minimum, please include the following: a. Mission-ready system weight, including power source, with list of items included in the weight. b. Weight of primary components. c. Maximum power requirement and approximate operational time per battery. d. Power source(s) type, voltage, and capacity. e. Approximate dimensions of primary compon ents. f. Photograph or scale drawing of system. 3. Current and/or projected (include date projected) production capacity for this system. 4. Earliest date qualified systems can be delivered. 5. Production experience with military laser and electro-optical systems. 6. Estimated range prices for annual quantities up to 300 per year in FY09 dollars.
