Description
BRAC - AIRCRAFT MAINTENANCE SHOP FACILITIES, NELLIS AFB, NV This is an 8(a) competitive Request For Proposal (RFP) which will be limited to the 8(a) firms certified for participation in the 8(a) Program located in Region 9 in Arizona, California, Hawaii, and Nevada. There are two performance periods being offered for this project: 540 calendar and 420 calendar days. The North American Industry Classification System (NAICS) code is 236210, Industrial Building Construction, $31.0 M average annual gross revenue for the last three (3) fiscal years. The estimated cost range of this project is between $5,000,000 and $10,000,000. The Government intends to issue this solicitation through the use of the Internet only. Amendments to this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Faxes or paper) will be provided unless the Government determines that it is necessary. It is therefore the contractors responsibility to check daily for any posted changes to this solicitation. PROJECT DESCRIPTION: Project consists of constructing a reinforced concrete foundation and floor slab, structural steel frame, standing seam metal roof, fire detection/protection, utilities, site improvements, landscaping, access road and parking, communic ations support, demolition of one facility (803 SM), and all other necessary support. Force protection includes reinforced exterior walls and laminated windows. Both a technical and a price proposal will be required. The basis for award is BEST VALUE - LOWEST PRICED, TECHNICALLY ACCEPTABLE (LPTA). It is the Governments intent to award based on initial offers without discussions; therefore, the offerors shall pr ovide their best technical and price proposals. Evaluation factors may consist of the following: Past Performance, Experience on Similar Contracts, Technical Approach, Methods and Procedures, and Corporate Management Structure. ORDERING SOLICITATION: The solicitation will be available on or about 26 April 2007 with a proposal due date of 30 May 2007. Solicitation No. W912PL-07-R001 plans and specifications and all amendments will be posted on a secure Government website know n as FedTeDS. Access to the solicitation documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.ar my.mil/asfi/) and the Fed Biz Opps (FBO) website (www.fbo.gov) once the solicitation is issued. The hyperlink will not appear as a website address, but as text as follows: Technical Data Package (TDP) 01. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first time FedTeDS user, you will also be required to register in FedTeDS (www.fedteds.gov) before accessing the solicitation documents. To register, click on the Register with FedTeDS hyperlink, then select the Begin Vendor/Contractor Registration Process option. IMPORTANT NOTE: Solicitation documents can be accessed ON LY by using the hyperlink available on FBO or ASFI; FedTeDS is not searchable by any other means.
