- General: The National Park Service is issuing a solicitation for offers from construction firms having the capability to perform the work described below. This solicitation will be issued electronically (paper copies of this solicitation will not be made available) on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Prospective offerors desiring to conduct business with the National Park Service are requested to register at the National Business Center. Soliciationl documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe PDF format and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http//ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notification will be sent. Title of Project: Rehabilitation of the Calumet and Hecla General Office Bluiding, Keweenaw National Historic Park, Calmet, MI. Description of Project: The project consists of interior improvements (architectural, mechanical, electrical, plumbing and fire suppression) to and restoration, in part, of historic interior architectural detailing for the Park Headquarters building, Keweenaw National Historic Park, Calumet, MI. The solicitation will be issued on or about April 26, 2007, with offers due on or about June 12, 2007 (see solicitation for time and date bids are due). This project will include a Base Bid and Bid Additives. Time for Completion: 180 calendar days from the date of the Notice to Proceed. Type of Procurement: The solicitation will be issued and awarded under a HUBZONE set aside. A firm-fixed price contract will be awarded to the offeror providing the best value to the Government. NAICS code for this project is 236220 with a size standard of $28.5 Million. Magnitude of Project: $1,000,000 - $1,500,000. A Pre-bid Conference will be held (see solicitation package Section L for time and date of meeting). It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors are strongly encouraged to contact their local Small Business Administration office, to post their need for qualified subcontractors on SUB-Net accessed at http://web.sba.gov/subnet/, and to utilize the Central Contractor Registration's (CCR) Dynamic Small Business Search for potential subcontractors within these various socio-economic categories. The technical criteria (See Section M of the Solicition) for this project is as follows: Relative Importance of the following Evaluation Factors: Technical factors are listed in descending order of importance. For this solicitation, all evaluation factors are not equal. THE TECHNICAL FACTORS ARE SIGNIFICANTLY MORE IMPORTANT THAN THE COST. Factor 1, Technical. - The technical capability of the offeror will be evaluated using the following sub-factors: 1.Sub-Factor 1. Experience: Demonstrate the ability to perform structural rehabilitation of historic structures (including demolition), while protecting existing adjacent historic construction and historic finishes from construction activities. Demonstrate experience in installing HVAC systems, fire suppression and detection systems, structural improvements and electrical systems in historic structures. Demonstrate the ability to work with historic construction. Provide descriptions and provide at least four photographs of each previous historic preservation project similar to this project. Include a discussion of procedures used for protecting historic fabric during past projects especially those that would be most applicable to this project. Provide points of contacts and telephone numbers. Sub-Factor 2. Project Management: A.The comprehensiveness and realism of the proposed project schedule will be evaluated to assess the offeror's understanding of the project requirements and ability to complete the project within the required contract duration. Schedules that clearly include all project requirements and reflect effective scheduling of work performed by the offeror's own firm, subcontractors, and materials suppliers to meet the required completion date will be more favorably rated. B.Demonstrate ability to provide effective project management, including but not limited to: working within constrained project site conditions; monitoring of approved progress schedules; subcontractor control and coordination; contract modification history; and monitoring of work forces to ensure high quality completion of projects in accordance with contract requirements. C.Demonstrate the ability to schedule a complex construction sequence using the desired schedule above. A preliminary construction schedule for this project shall be provided as part of your proposal. The schedule shall reflect an understanding of the sequencing required and that the performance period on this project cannot be extended. The schedule should allow for any possible delays that might be expected based upon the Offeror's experience. D.The comprehensiveness and realism of the proposed project schedule will be evaluated to assess the offeror's understanding of the project requirements and ability to complete the project within the required contract duration. Schedules that clearly include all project requirements and reflect effective scheduling of work performed by the offeror's own firm, subcontractors, and materials suppliers to meet the required completion date will be more favorably rated. Sub-Factor 3. Organization of Construction Team: Provide a description of the entire proposed construction team identifying the Prime Contractor, all Subcontractors and specific areas of responsibility. The description shall identify lines of communication and responsibility, and shall highlight experience of the team in working jointly on significant historic structures. Sub-Factor 4. Knowledge of Standards: Demonstrate knowledge of the U.S. Department of Interior, Secretary of the Interior's Standards for Treatment of Historic Properties and Guidelines for Rehabilitating Historic Buildings. Factor 2, Past Performance. The past performance of the offeror and/or its proposed subcontractors on projects similar in scope and complexity will be evaluated in the areas of quality, timeliness, and business relations. Offerors demonstrating a higher level of successful past performance in the evaluated areas will be more favorably rated. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably or nor unfavorably. Factor 3, Price. A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other offered prices received and comparison to the Independent Government Cost Estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced.
