Description
THIS ANNOUNCEMENT CONSTITUES A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The following information is provided to assist Naval Facilities Engineering Command, Southeast, (NAVFAC,SE) in conducting market research of Industry to identify potential small business contractors for: PREPARATION OF DESIGN/BUILD RFPs AND/OR 100 PERCENT DESIGN SERVICES FOR VARIOUS PROJECT TYPES AT DOD AND NON-DOD ACTIVITIES IN THE AREA OF RESPONSIBILITY SERVED BY NAVAL FACILITIES ENGINEERING COMMAND, SOUTHEAST. NAVFAC, SE is seeking U.S. Small Business Administration (SBA) certified 8 (a), Woman-owned, Hubzone Small Business, Service Disabled Veteran-Owned and other Small Business sources with current relevant qualifications, experience, personnel, and capability to perform the Architect/Engineer (A/E) services required for Firm Fixed-Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for Preparation of Architectural and Engineering Services for both 100% Plans and Specs and Design/Build RFPs for various project types at DOD and non-DOD activities primarily in the areas of responsibility served by NAVFAC, SE. It is NAVFAC, SE?s intent to award five (5) separate contracts defined by geographic areas. Installations include, but are not limited to, Naval Bases, Marine Bases, Air Force Bases, and Navy and Marine Corps Reserve Centers. These new Contracts will align with NAVFAC SE?s area of responsibility, which is broken into 3 major areas covered each by an Integrated Product Team (IPT): IPT Gulf Coast IPT South Central IPT South Atlantic Two (2) contracts will be awarded per IPT coverage ? each providing backup support to the other contract in that IPT. IPT Gulf Coast (N69450-07-R-0082): The first contract covers DOD installations in the South Texas area including Kingsville, TX; Corpus Christi, TX and Ingleside, TX.. IPT Gulf Coast (N69450-07-R-0083): The second contract covers DOD installations in the area of the central Gulf Coast. Included are DOD facilities located in New Orleans, LA; Bay St. Louis, MS; Gulfport, MS; Biloxi, MS; Pascagoula, MS; Pensacola, FL and Panama City, FL.. IPT South Central (Information Only): This contract covers DOD installations in the central area of Texas, Louisiana and Mississippi including Dallas/Ft. Worth, TX; Barksdale, LA and Meridian, MS. This contract has already been sole-sourced to an 8A and is listed for information/back-up responsibilities only. IPT South Central (N69450-07-R-0085): The third contract covers DOD installations in the Georgia and South Carolina area including Albany, GA; Atlanta, GA; Sumter, SC; Charleston, SC and Beaufort, SC. IPT South Atlantic (N69450-07-R-0086): The fourth contract covers DOD installations in the North Florida area including Kings Bay, GA; Jacksonville, FL, Mayport, FL and Orlando, FL. IPT South Atlantic (N69450-07-R-0087): The fifth contract covers DOD installations in the South Florida/Caribbean area including Key West, FL; Guantanamo Bay, Cuba; Andros Island Bahamas, and Puerto Rico. All five (5) contracts may also be used at other DOD or non-DOD facilities in the geographic area for which NAVFAC, SE performs work, and on occasion, will be tasked to provide the services described herein at Government activities outside the AOR of NAVFAC, SE. These actions will be decided on a case-by-case basis approved by the contracting officer. It is anticipated that most work will be in the NAVFAC SE area of responsibility. The two contracts in each IPT will serve as backup to each other. In the event that a firm?s capacity or ability to handle the workload is exceeded or the firm?s performance is unsatisfactory to the Government, a backup plan will be utilized. Required A/E services may be categorized as design or engineering services and will primarily be for architectural and engineering services necessary for the preparation of 100% plans and specifications as well as technical statements of work that will be used in soliciting design-build contracts. The A-E may be required to assist in evaluating design-build proposals and reviewing design-build contractor?s design and construction submittals to insure that they meet the performance requirements of the Request for Proposals (RFP). Services may also include field investigation and facility damage assessments after hurricanes or other storm events. Specific duties include architectural programming, geotechnical investigation, seismic evaluations, surveying, cost estimating and DD 1391 preparation and other preliminary project documentation. The projects associated with this contract shall involve any combination of the architectural, civil/structural, mechanical, fire protection, and electrical engineering disciplines. If needed, studies and collateral equipment lists shall also be included. Projects in these contracts may also include sustainable design features and certification requirements to meet the USGBC?s Leadership in Environmental Engineering and Design (LEED) programs. All work shall be done in either English or metric units, as directed by the Government. Selected firms will not be able to propose on design-build task orders or contracts, which the firms or any of the firms? subcontractors have assisted the Government in the preparation of the design-build technical statement of work or plans and specifications. On-site data gathering and on-site schematic development charrettes will be used on these projects. In addition to services directly related to design, the following services may be required during the life of the contract: studies, surveys, review of shop drawings, construction consultation and construction inspection services, preparation of Operations/Maintenance manuals, and construction record drawing preparation. The A/E may also be required to conduct comprehensive asbestos and lead paint surveys and provide designs, which will provide for the removal and disposal of these hazardous materials in accordance with applicable laws and regulations. All interested firms should be capable of obtaining security clearances, if required. The small business size standard is NAICS classification 541330, Engineering Services (Size Standard $4.5 Million average annual gross receipts for proceeding three fiscal years). This Sources Sought Synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, and if the Government still plans to proceed with the acquisitions, one solicitation announcement will be published in the Federal Business Opportunities for all five (5) contracts. Firms may apply for one or more of the contracts; however, a firm will not be awarded more than one contract. Responses to this Sources Sought Synopsis are not adequate response to any solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The maximum contract value of each contract shall not exceed $7,500,000 aggregate total. The minimum guarantee of $20,000, which is payable once for the life of the contract, shall be satisfied by the first task order. Project task orders will be for projects with construction values generally from $100,000 to $1,500,000 although smaller and larger projects may be included. Multiple projects may be packaged into a single construction contract. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. Contract term is for a one-year base period with four (4) option periods. Each performance period will run 365 calendar days, or until the maximum dollar limit is reached, whichever occurs first. The hourly rates will be negotiated for each calendar year (12 month period). The Government may exercise the option period (s) unilaterally. Interested sources are invited to respond to this Sources Sought Synopsis by indicating which contracts your firm is interested in and submitting a copy of the firm?s small business program certification AND by completing the following sections of the SF 330, Architect-Engineer Qualifications Part I, Contract-Specific Questions: Section A, Contract Information; Section B, Architect-Engineer Point of Contact; Section E, Resumes of Key Personnel Proposed For This Contract, and Section F, Example Projects Which Best Illustrate Proposed Team?s Qualifications for This Contract. Include the 8(a) Small Business Certification Number in Part I, Section B, Block 5, Name of Firm, in addition to the Name of Firm. The SF 330 is limited to 15 single-sided pages and does not include submitting a copy of the firm?s small business program certification. In addition, respondents shall complete the additional market research questionnaire attached. Responses to this questionnaire are limited to 10 single-sided pages and not less than 12 pitch font. A separate package, including the SF 330 and the responses to the questionnaire shall be submitted for each contract your firm is expressing interest. Respondents will not be notified of the results of this evaluation. However, NAVFAC, SE will utilize the information for technical and acquisition planning. If adequate responses are not received from small business concerns, the acquisition may be solicited on an unrestricted basis. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Response to this Sources Sought Announcement is due not later than 2:00 p.m. on April 25, 2007 to: Naval Facilities Engineering Command, Southeast, 2155 Eagle Drive, PO Box 190010, N. Charleston, SC 29419-9010, Attn: Code ACQ 21 Lisa Connell. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a Sources Sought Synopsis, no evaluation letters and/or results will be issued to the participants. Facsimile and Electronic Mail submittals will not be accepted.
