Description
The United States Environmental Protection Agency (USEPA), Office of Research and Development?s National Center for Environmental Assessment (ORD/NCEA), seeks a contractor to provide technical support for ecological risk and causal assessment programs. Services to be performed are intended to prevent and reduce ecological risks to human health associated with exposure to physical, chemical, and biological stressors, including environmental pollutants. This contract shall provide the support needed to 1) develop, evaluate, and refine methods, analyses, and quantitative models in support of ecological causal and risk assessments; 2) develop and enhance web and PC-based assessment and visualization tools; 3) manage data and information to support assessment activities and accessibility; 4) review, extract, pre-process and summarize relevant literature and data; 5) support case study assessments; 6) support outreach and technology transfer activities; 7) develop, package, and distribute products for delivery; 8) provide project and product evaluation; and 9) provide meeting support. The successful contractor shall provide all necessary labor, materials, services, equipment and facilities to support the efforts delineated by the Performance Work Statement (PWS). A draft performance work statement can be obtained from the Cincinnati website, http://www.epa.gov/oam/cinn_cmd/. It is anticipated that RFP PR-CI-07-10094 will be posted to the Cincinnati website on approximately, May 15, 2007. This requirement will be procured by full and open competition and will be awarded using FAR Part 15. It is anticipated to be a CPFF, Level of Effort, term type contract and will have a base period of 8,250 hours and four, 12 month option periods of 8,250 hours each. In addition, the base period and each option period will include quantity options of up to 2,525 hours each. Total maximum Level of Effort, if all quantity options are exercised, for the five years of anticipated performance is estimated at 53,875 direct labor hours. The incumbent on the current contract is T N & Associates, of Milwaukee, Wisconsin. Award is anticipated to be made by December 1, 2007. Solicitation PR-CI-07-10094 will appear on the Internet, and it may be accessed through the EPA?s home page on the World Wide Net at (www.epa.gov/oam/cinn_cmd).
