- The National Aeronautics and Space Administration?s (NASA) Kennedy Space Center (KSC) has posted the draft Performance Work Statement (PWS) for the Information Management and Communication Support (IMCS) acquisition. This action is to encourage and promote early exchanges of information for this requirement as a part of NASA?s acquisition streamlining initiatives. The Government will hold one-on-one meetings the week of April. The Government?s purpose in holding the one-on-one meetings is to discuss industry comments relating to the draft PWS (reasonableness of requirements and risk of performance), discuss appropriate contract types, and any other concern industry may have with the overall procurement. The one-on-one meetings will be limited to a 45 minute block of time. Advance submission of comments by interested parties is encouraged before the one-on-one meetings. If interested in scheduling a one-on-one, contact the primary Point of Contact (POC) Sean D. Howe, Contracting Officer via e-mail at sean.d.howe@nasa.gov. Request for one-on-one meetings should be submitted no later than 4:00 p.m. EDT Thursday, April 19, 2007. For planning purposes, the Government is anticipating holding a pre-solicitation conference after release of the draft Request for Proposal (RFP), which is scheduled to be released in late June 2007. For companies that did not respond to the previous sources sought synopsis issued on February 20, 2007 (Reference number 07-0220-001, which can be found at http://prod.nais.nasa.gov/cgi-bin/eps/synopsis.cgi?acqid=123655), the Government is requesting a capabilities statement for this requirement. The capabilities statement is limited to 20 pages (including attachments) and should be submitted via e-mail to the primary POC. Your response is required no later than 12:00 p.m. (noon) EDT Friday, April 20, 2007. To facilitate a prompt review by the NASA team, a one (1) page summary should be included with your capabilities statement, which identifies your company?s specific capabilities that are relevant to the requirement. Companies are also requested to provide their name, address, POC, average annual revenue for the past three yeas, number of employees, and your Government size/ type classification (Large, Small, Small Disadvantaged, 8(a), Woman-owned, Service Disabled Veteran Owned Small Business (SDVOSB) , and Historically Underutilized Business Zone (HUBZone) on the summary page. It is insufficient to provide only general brochures or generic information. Copies of your capabilities statement may be made available to this requirement?s Prime Contractor competitors in the future and should therefore not contain company-sensitive information. The respondents submitting capabilities statements are advised that the Government intends to publicly disclose the company name, POC, e-mail address, and telephone number on the interested parties list. This information is also available on the World Wide Web at http://ibsr.ksc.nasa.gov/IBSR/default.cfm. Release of this draft PWS does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request." All information contained in this draft PWS is preliminary, subject to modification, and is in no way binding on the Government. The requested comments are for information purposes only. There will not be a formal posting of any comments received, but they will be considered by the Government and may be incorporated in the draft RFP. Respondents are advised that NASA KSC is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. This is not a solicitation announcement. When a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the responsibility of potential offeror?s to monitor these sites for the release of any solicitation or synopsis.
