- Description: Design, Development, Integration, Testing, Implementation, Deployment, Training, and Maintenance of the Next Generation Identification (NGI). Request for Comments (RFC): This is Part I of a two part RFC. Part I consists of the following documents posted on FedTeds: Instructions for Responding to the RFC, and a draft Request for Proposal (Sections B through M). Part II (to be released on FedTeds on 3/7/2007) will contain the NGI IAFIS System Requirements Document. This is an RFC, not a Request for Proposal/Request for Quotation (RFP/RFQ). This information is being sought for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the FBI. No solicitation exists; therefore, please do not request a copy of a solicitation. If in the future a solicitation is released, there is no guarantee that sources responding to this RFC will be included on the source list. This RFC is intended to gain information from integrators, developers, the National Institute of Standards and Technology (NIST), Automated Fingerprint Identification System (AFIS) and other biometric search solution providers, test organizations, etc. to aid the FBI in providing clarity to a future solicitation, if one is released. Purpose: The FBI is releasing this RFC in order to: 1. Inform industry (potential Offerors) about the FBI?s plans for acquisition and sustainment of the Next Generation Identification (NGI) system. 2. Solicit recommendations from industry regarding how to best achieve the Bureau?s vision for the NGI. 3. Solicit recommendations from industry for improving the draft RFP and the specifications in order to ? Encourage competition, ? Reduce program risk, ? Reduce acquisition cost, ? Reduce the total cost of ownership (Life Cycle Cost), ? Achieve higher levels of performance of the NGI. Security Requirements: The Government intends to secure services or equipment from firms where, in the opinion of the Government, foreign ownership, control, or influence (FOCI) does not adversely impact security requirements. The Government reserves the right to contract with such Interested Parties under appropriate arrangements when it determines that such a contract will be in the best interest of the Government. With the understanding that this RFC may result in a future RFP, Offerors are encouraged to voluntarily submit information requested on the Key Management Personnel List (KMPL) and the Section K ? Acquisition Risk Questions attached with this RFC in order to expedite the risk assessment requirement, which will be part of the RFP. If an interested party submitted this information as part of the NGI RFI released in October 2006, the information does not need to be resubmitted as part of the RFC response unless the information has changed. Reference Library: Reference documentation will be provided on the internet at https://www.fedteds.gov (FEDTEDS) and at the FBI?s CJIS Division Visitor Center. The documents available to date include those posted with the RFI on October 26, 2006, as well as those posted on January 31, 2007, February 9, 2007, February 16, 2007, and with this RFC. Note: Additional documents may be added or existing documents may be replaced with revised versions. Notification to Vendors/Contractors will be made via http://www.fedbizopps.gov if documents are added or replaced. Electronic Library The electronic library may be accessed via the internet at http://www.fedteds.gov using a web browser (e.g., internet Explorer). Instructions for accessing the FEDTEDS library are located on their home page or by contacting the FEDTEDS help desk at 1-866-618-5988. Vendors are responsible for individually registering themselves on FEDTEDS. Traditional Library A reference library containing a mirrored set of documents posted to FEDTEDS has been established at the FBI, Visitors Center, Criminal Justice Information Services Division Complex, 1000 Custer Hollow Road, Clarksburg, West Virginia 26306. The Visitors Center is located off Interstate 79 (Exit 124) at the Jerry Dove Drive exit. Offerors are invited to visit the reference library to review documentation with regard to this RFC. The reference library will be open Monday through Friday, 7:00 a.m. to 3:30 p.m. eastern standard time, from RFC posting date through date of RFC closure. The Offerors shall contact the CJIS Contract Administration Office at (304) 625-3880 at least 24 hours in advance to schedule an appointment to access the Library (Alternate contact is Ellen Andre Oliveto at (304) 625-4289). The documentation will be provided on stand-alone computers for review only. NO DOCUMENTS MAY BE DOWNLOADED TO DISKETTE, PRINTED, OR COPIED IN ANY WAY. NO ELECTRONIC DEVICES (CAMERAS, LAPTOPS, PDAs, ETC.) WILL BE PERMITTED. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (28-FEB-2007).
