- This amendment clarifies the descriptions of items 1, 3, 10 and 11 as shown. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND IN ACCORDANCE WITH THE SIMPLIFIED ACQUISITION PROCEDURES AUTHORIZED IN FAR PART 13 (NOT TO EXCEED $100,000). This solicitation incorporates provisions and clauses in the Federal Acquisition Circular 2005-16. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotes (RFQ) number is NRMJ2000709984DT. The proposed procurement is a Total Small Business set aside. NAICS Code: 332311. Small Business Size Standard: 500 Employees. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Earth System Research Laboratory (ESRL), Physical Science Division (PSD) requires an ISO container modified to meet the following specifications. 1. 8' x 20' Double door (DD) NEW (not refurbished, single one-way trip is acceptable) Steel Double-Ended Storage Container. Exterior painted with 3-part marine paint system consisting of zinc, epoxy, and white polyurethane enamel, identification decals shall be left intact, double swing cargo doors are required on both ends. 2. HVAC, Bard brand, commercial grade 2-Ton (24,000 BTU cooling, 8 kw heat strips) wall mount type unit, 1hp 208VAC. 3. 36" x 6'8" Commercial Door, 18 gauge steel or aluminum, insulated, with 12" window, door tie back, commercial grade doorknob & hardware for marine environment, extra water-tight seals and frame. 4. Insulate walls & ceiling only, 1?" Styrofoam, cover with plywood, panel with fire-rated 1/8" FRP paneling, all aluminum trim. 5. Divider Wall installed 6' inside one end (for 36" door & HVAC mounting) 6. Paint floor gray, industrial grade enamel 7. 40' Unistrut bolted on 2 walls in 2 rows, in insulated & paneled portion, location TBD 8. 3 each 3" Pipe Nipple with PVC caps welded in place, location TBD 9. Electrical: 100 Amp Hubbell Pin & Sleeve Inlet (Hubbell #HBL4100B7W) w/back box, 100 Amp Load Center, Breakers, Light Outlet, 1hp 480 V 60 Amp Disconnect Switch with customer-supplied transformer, all wiring in conduit. 10. Escape Hatch door with welded steel frame, approximately 24" x 24" w/interior latches, location TBD 11. 48" x 48" Roof Hatch, aluminum with welded steel frame, with interior latches, must seal completely, must meet requirements for commercial transportation, location TBD 12. Removable rear wall, aluminum frame, insulated, 2' x 3' framed opening, location TBD. Wall shall be water tight ( bolt-on or latches), steel on exterior of wall, FRP insulation on inside, mounted 2" inside of doors. An extension aluminum c-channel frame 6 inches long to be bolted to 2'x 3' framed opening, water tight to hold up an estimated weight of 200 lbs. 13. The required delivery date is June 1, 2007 and shall be made F.O. B. Destination to NOAA, 325 Broadway, Boulder, CO 80305 14. All electrical work shall be in compliance with National Electrical Code, per Coast Guard requirements. The following factors shall be used to evaluate offers: (I) Technical Capability of Proposed Item to Meet Requirements. (II) Past Experience and/ or performance. (III) Delivery Item on time frame specified. (IV) Price Applicant's Proposal will be evaluated first under Factor (i) which represents MINIMUM acceptable criteria. Under this factor, applicant's proposal will be determined to be either technically acceptable or unacceptable. Failure to meet the minimum criteria for this factor will render the offer to be technically unacceptable and to not be considered for award. Only those proposals which meet the minimum technical requirements required by Factor (i) will be further evaluated under Factors (ii), (iii) and (iv). In the second step of evaluating those proposals under Factor (i) to be technically acceptable, Factor (ii) is significantly less important than Factor (i). In the third step of evaluation those proposals under Factor (i) and (ii) to be technically acceptable, Factor (iii) is significantly less important than Factor (ii). In the fourth step of evaluation those proposals under Factor (i),(ii) and (iii) to be technically acceptable, Factor (iv) is significantly less important than Factor (iii). a) TECHNICAL CAPABILITY OF PROPOSED ITEM TO MEET THE REQUIREMENT, Factor (i), will be assessed by evaluating either commercial product brochures or technical information submitted. Submitted proposals technical information will be used to determine whether the items proposed meet the specifications included in this solicitation. Items offered will be evaluated as technically acceptable or technically unacceptable. Offers which are determined to be technically unacceptable may not be considered further for award. b) A proposal that receives a rating of acceptable on past performance is one that demonstrates little anticipated risk in the areas of quality of the product, and customer satisfaction. Submitted proposals should, therefore, provide performance history and references to demonstrate acceptable past performance for up to three prior similar contracts performed within the past three years. The evaluation may take into account past performance information regarding predecessor companies and subcontractors that will perform major or critical aspects of the requirement. (II) PAST PERFORMANCE information should be provided as an attachment to the quote. Information utilized will be obtained from these references as well as any other sources who may have relevant information. Proposals that lack relevant past performance history will receive a neutral rating for this factor. Any submitted proposal which has no relevant past performance history, while rated neutral, may not represent the most advantageous proposal to the Government. Thus, the Contracting Officer may determine it is an unsuccessful proposal when compared to others proposals. Submitted proposals will be evaluated for PAST PERFORMANCE as follows: NEUTRAL: No relevant past performance available for evaluation. Applicant's proposal has asserted that it has no relevant directly related or similar past performance experience. Proposal receives no merit or demerit for this factor. OUTSTANDING: No risk anticipated with delivery of quality product, on time, or of any degradation of performance, or lack of customer satisfaction based upon applicant's proposal past performance. SATISFACTORY: Very little risk anticipated with delivery of quality product, on time, or of degradation of performance, or lack of customer satisfaction based upon the applicant's proposal past performance. MARGINAL: Significant potential risk anticipated with delivery of quality product, on time, and of degradation of performance based upon the applicant's proposal past performance. (III) It is significantly important that the "20 modified ISO container for weather research on Marine Environment" be delivered on the time as specified on "ISO Container Quote" document (ISO Container Quote.doc). Notwithstanding responses received - it is at the discretion of the government to add additional sources and or consider other quotes received after close of due date if it is in the best interest of the government. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation--Commercial Items--The government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer will represent the best value to the government, price and other factors considered; FAR 52.212-3, Offeror Representations and Certifications-- Commercial Items--Offerors must include a completed copy of Offeror Representations and Certifications along with the offer; FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition.
