- National Library of Medicine plans to procure on a sole source basis with Toxicology Excellence for Risk Assessment (TERA), 1757 Chase Avenue, Cincinnati, OH to provide a database which provides a systematic and collaborative approach for compiling and addressing technical risk assessment information needs, and related tasks. The International Toxicity Estimates for Risk (ITER) database presents international toxicity estimates and human health risk values for over 600 chemicals of environmental concern in tabular format for side-by-side comparison. The Contractor will lease its ITER database to NLM for use on NLM?s TOXNET system and will provide enhancements such as adding new risk data, providing input to NLM on enhancements to the ITER search interface for TOXNET, designing improvements for display of the data and identifying content for the addition of aggregate tables and risk assessment links. The period of performance will be one year from the date of award plus four one-year options. ITER is a unique proprietary resource that is only available from TERA. In accordance with FAR 6.302-1, it is determined that TERA is the only responsible source that can provide the information services. This synopsis is being posted in accordance with the rules and regulations stated under FAR Part 13- Simplified Acquisition Procedures. This is not a Request for Quotations (RFQ), nor is an RFQ available. The North American Industry Classification System Code is 541690 and the business size standard $6.5 million. The following clauses and provisions apply to this acquisition and may be obtained from the web site: FAR 52.213-4, Terms and Conditions?Simplified Acquisitions (Other than Commercial Items) (September 2006). This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NLM to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EDT April 20, 2007. Faxed and emailed capability statements are NOT authorized. Questions must be submitted in writing to Robin Hope-Williams at rhwilli@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
