Description
Seeking qualifications of vendors capable of providing High-Pressure Descaling of five (5) Boilers located at the U.S. Military Academy, West Point, NY. Three (3) Boilers at the Central Power Plant are B&W; two (2) 125,000 lbs/hr and one (1) 60,000 lbs/hr. The remaining two (2) Boilers at the Laundry Boiler Plant are Bigelow (ca. 1950), 40,000 lbs/hr. ------------------------------------------------------------------------------------ Contractor Shall Provide: " Have at a minimum, 400 horsepower triplex piston water jet pump " Be able to provide 15,000 psi at 30 GPM " N2 gas pressure regulator to set and maintain pressure and flows " 15,000  20,000 psi hoses, flexible lances, and fittings " 360 degree rotary nozzles for complete ID coverage of tubes " All materials, labor and supervision to complete work " Positive communications (headsets) between personnel " All confined space monitoring " All air moving equipment for ventilation of boilers " All fuel for equipment " Insurance documentation " Experienced crew and supervision with history and references for this type work Government shall provide: " Adequate water supply, 50 gpm @ 50 psi minimum " Access to boiler drums " Removal of boiler internals, to include baffles " 110v electrical power " Effluent discharge to drain " Shower and bathroom facilities SCOPE: Boilers to be cleaned are Boilers #1, 2 & 3 at the Central Power Plant bldg 604, and Boilers #1 & 2 at the Laundry Boiler Plant bldg 845. Boilers #1 & 2 at the Central Power Plant and Boilers #1 & 2 at the Laundry Boiler Plant shall be cleaned during the p lant shutdown the first 2 weeks in June 2007. Boiler #3 at the Central Power Plant shall be cleaned in early fall 2007, either in September or October depending on availability. All work shall be completed during the designated and agreed upon time windows as not to interrupt mission requirements. Boilers #1&2 at bldg 604 have 989 tubes up to 2 ? inch OD and boiler #3 has 1310 tubes up to 2 ? inch OD. Boilers #1&2 at 845 have approximately 1000 tubes up to 2 inch OD Each tube shall be given 2 passes with the high pressure lance. Flow rates and pressure adjustments shall be sufficient that all material is removed from the inside of the boiler tubes, this shall be verified by the COR with government owned portable camer a equipment to transverse the tubes. Upon completion, COR shall randomly inspect as many tubes as necessary to ensure satisfactory cleaning. Government personnel shall install all internals, baffle plates and restore the boiler to operational status. Cost for completion of all 5 boilers to include mobilization, demobilization, set-up, tear down, onsite production, fuel, per diem, and consumables. ------------------------------------------------------------------------------------ Interested parties are asked to provide a brief statement of qualifications to perform this contract, including (a) size of business and all applicable designations (e.g., small business, large business, 8(a), HUBZone, service-disabled veteran-owned small business, woman-owned small business, etc.), (b) geographical location of business, (c) statement as to whether the interested party has made prior sales to or performed prior work/services at the U.S. Military Academy and (d) statement as to whether the i nterested party is currently registered in the Central Contractor Registration (CCR) and Online Representations & Certifications (ORCA) websites.
