- COMBINED SOURCES SOUGHT/SYNOPSIS This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contracting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of the Office of the Secretary Of Defense (OSD), intends to procure Maintenance & Update of DoD Facility Budget Models as a small business set-aside. Small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern under NAICS code (541512) with a size standard of $23M are encouraged to submit their capability packages outlinin g their experience in the following key areas or tasks. 1.) The contractor shall provide services to perform maintenance to the existing budget models (Facility Sustainment Model (FSM), Facility Modernization Model (FMM), and Facility Operation Model (FOM) to refresh data fields as necessary to produce and pu blish the next version of each model. The Contractor, with a detailed and thorough knowledge of each Services Real Property Inventory databases, business rules, and unit cost factors, shall provide expertise in subject matter, information technology, and analysis in support of the tasks to be undertaken. The basic service for this contract consists of the following tasks for each model. 2.) The contractor shall undertake a review of the business rules with each Service and Agency to assure currency, accuracy and relevance for their current and projected real property operating environment. (The current FSM, FMM, and FOM version 9 busine ss rules are provided at Appendix B1 through B3.) The contractor shall modify the business rule documentation with the updated business rules when approved for each of the models. 3.) The contractor shall update the control tables and other reference tables used in support of the updated business rules. Data for these tables shall be collected from the Military Services, Defense Agencies and Activities, and other DoD sources at th e direction of the task manager. 4.) The contractor shall update, as necessary, the Data Transfer Protocol for exchange of data with the DoD Facility Analysis Database (FAD) representing the real property inventories of the Services. This update will accommodate any changes to the busin ess rules (described above) that require changes in the data required from the FAD. The current Data Transfer Protocol is provided at Appendix C. 5.) The contractor shall update software with the approved business rules. To the extent practicable, the software shall rely on data tables rather than hard-coded data to function. The software shall incorporate inflation factors, local area adjustment factors, and unit cost. The contractor shall apply the software to develop the database and reports for Program Objective Memorandum (POM) FY 2010-2015 in the first year of the contract and for subsequent POMs in the option years. The database and repor ts are dependent upon the task manager providing the following: .a) Military Department Real Property Inventories in the format described by the data transfer protocol; b.) RPI forecasts (new construction, disposals, transfers through the Future Years Defense Plan (FYDP); Approved cost factors; c.) and changes resulting from analysis of initial output. 6.) The database shall be comprised of tables and data elements as described in the FXM Access Data Elements at Appendix D of the Performance Work Statement (PWS). The contractor may propose changes to the database structure to improve efficiency or accu racy of processing or to accommodate changes in input data, subject to approval by the task manager. 7.) The contractor shall provide the initial database output to the task manager in the following formats: Electron ic spreadsheets providing costs by year of the FYDP (e.g. FY2010-2015 for version 10) for each model, aggregated to the service/fund organization/fund source/Facility Analysis Category (FAC) level, and also aggregated to the service/fund organization/fund source/ Prime installation or activity level; and Microsoft? Access? database with data as described in Appendix D of the PWS. 8.) Following the initial release, the government will review output for a period not to exceed 30 days. The task manager will provide necessary adjustments or corrections to the inputs, and the contractor shall re-generate the database and reports. The final output will be provided in the forms described in 5.1.4.2 of the PWS, as well as in a database format compatible with Oracle? or SQL Server. 9.) Reference Documentation shall consist of a system overview, terms and definitions, business rules and associated reference tables, and a description of output suitable for general use by users as a user's manual for each of the FXM models (FXM refer s to the suite of models, i.e. FSM, FMM, and FOM). 10.) Technical Documentation shall consist of all code instructions for each process used to create the database for each model beginning with the receipt of the FY 2007 Baseline Facilities Assessment Database, suitable for a system programmer to accurate ly reproduce the process. If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 23 April 2007, the requirement will be solicited as a 100% set- aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. No other synopsis will be posted for this requirement. A Firm-Fixed Price/Time & Materials hybrid contract is anticipated. The period of performance will be 30 May 2007 through 29 May 2011. The place of performance will be on and off site at contractor or OSD locations. Contractor personnel will require a current secret clearance. A written Request for Pro posal (RFP) will be posted on or about 27 April 2007. The RFP must be retrieved and downloaded from CCEs homepage at: http://dccw.hqda.pentagon.mil/services/Services.htm click on RFPS; select the desired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below.
