Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of Office of the Deputy Assistant Secretary of the Army, Research and Technology (DAS(R&T)) and Chief Scientist, intends to procure Army Science and Technology Master Plan Prod uction and Information Management Support as a small business set-aside or under full and open procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern i n NAICS code 561920 with a size standard of $6.5 million are encouraged to submit their capability packages outlining their experience in the following key areas or tasks. The contractor shall provide support to develop and format the Army Science and Tec hnology Master Plan (ASTMP), an approximately 150-page document, incorporating inputs into draft documents by editing and revising all supplied graphics and text to provide a consistent format and theme in a professional style, perform thorough technical edits to ensure accuracy and consistency throughout the ASTMP. Support printing and distribution of draft and final documents, including an Executive Summary of approximately 20 pages, which will be prepared with the final draft. Prepare electronic copy of ASTMP for printing and distribution by the Defense Document Automation and Production Service and a multimedia CD-ROM master of ASTMP for both PC and Macintosh with printed inserts. The contractor will be required to arrange for and set up meeting room s, including table/seating configurations, seating charts, name tags, audio-visual setup that can support video projected slides and checkout for up to 90 participants. The meeting site may be at the contractor location, with prior agreement by the govern ment. The meeting site must be within the National Capital Region and within walking distance of a Metro stop. The contractor will also be required to provide videoconference capability to support links to at least 15 external sites at the For Official Use Only level. Meeting support will be required for approximately 8 meetings a year up to 3 days for 4 meetings, with the other meetings not expected to be longer than 1 day. The meeting facility must have a secret clearance. If at least two responsi ble small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 19 April 2007, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of t he capability packages submitted this requirement will be solicited under full and open procedures. No other synopsis will be posted for this requirement. To assist us in maintaining a list of interested small businesses for this potential procurement, pl ease provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement Chris Carlson. A hybrid Firm Fixed Price/Time and Material contract is anticipated. The period o f performance will be a 12 month base period with three one year options. The place of performance will be at the contractors facility within the National Capital Region. Contractor personnel will not require a current secret or top secret clearance. A written Request for Proposal (RFP) will be posted on or about 3 May 2007. The RFP must be retrieved and downloaded from CCEs homepage at: http://dccw.hqda.pe ntagon.mil/services/Services.htm click on RFPS; select the desired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be subm itted by email to the POC identified below. No solicitation mailing list will be compiled. Contractors are responsible for all costs for submitting their capability packages.
