- The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a commercial item procurement to perform borings and install additional monitoring wells at the Lipari Landfill Superfund Site (Lipari) in Mantua Township, Gloucester County , New Jersey. The borings will be performed and the monitoring wells installed in selected borings throughout the landfill site as part of two studies that USACE is currently conducting at this Superfund Site. Work will be performed using sonic drilling m ethods. The duration of the contact is estimated at seventy (70) calendar days and will contain one option. Option I is for Upgrading to Level B from Level C, if required. The acquisition will be a best-value procurement using the lowest price, tech nically acceptable source selection process and the procurement process prescribed in FAR Part 12, Acquisition of Commercial Items. The evaluation factors that establish the requirements of acceptability are as follows: (1) The Contractor shall have a m inimum of 5 years of documented experience drilling sonic borings and installing wells in sonic boreholes. Contractor must submit along with their offer a list of at least 5 similar projects performed within the last 5-years. (2) The Contractor shall ide ntify and provide a resume (including Well Drillers License Number) for a qualified driller having at least 5-years of experience in sonic drilling and well installation and abandonment operations who will oversee all field operations. In accordance with New Jersey Law, the well driller must have a current well drillers license from the State of New Jersey and must actively participate in the securing of well permits and be present on-site during the performance of all drilling and well installation opera tions and well abandonment operations, if required. This individual shall be responsible for the preparation of the reports required for each well and the preparation of all records, logs and associated data for each boring and well installation operation. (3) The Contractor shall identify and provide resumes for all qualified support personnel to conduct the required tasks. Current 40-hour OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) training certification and annual eight-hour refre sher training and medical monitoring certificates must be furnished to the USACE for all field personnel identified. Offers will be reviewed for completeness in satisfying the requirement of the RFQ. The RFQ will be available on or about 17 April 2007. A site visit will be conducted on 23 April 2007. Solicitation documents, plans, and specifications will only be available via the Federal Technical Data Solution (FedTeDs) system webpage at https://www.fedteds.gov. In order to register as a Vendor in FedTeDs, offerors must be registered in the Central Contractor Registration ( CCR) system (http://www.ccr.gov).
