- The Naval Air Warfare Center, Weapons Division, Point Mugu, CA seeks industry, government, and academe participation to identify, develop, and advance technologies that can be readily migrated to functional Netcentric System Test (NST) Test and Evaluation (T&E) capabilities. This notice constitutes a Broad Agency Announcement (BAA), in accordance with FAR 6.102(d)(2), in support of the Naval Air Systems Command (NAVAIR), T&E Directorate, at the direction of the Department of Defense Test Resource Management Center (TRMC), Office of the Secretary of Defense (OSD). This announcement constitutes the only notice; white papers are being requested, and a written solicitation will not be issued. It is anticipated that up to 8 cost plus fixed fee contracts may be awarded as the result of full and open competition. The NST Science and Technology (S&T) Focus Area will invest in technologies that further the science and capabilities of testing Network Centric Operations & Warfar e, to include testing of associated requirements, environments, systems, system of systems, and end-to-end mission threads. The fundamental objective of this BAA is to identify, develop, and advance technologies that can be readily migrated to functional NST T&E capabilities sufficient to support the Development, Operational, Interoperability, Information Operations/Information Assurance (IO/IA) and Net Readiness Testing requirements of the T&E community. Technologies with the potential to create an MLS cross-domain solution will be of particular interest to the government. This would include technological advancements that all operation at all security levels simultaneously for customers, users, tools, and targets. The S&T program encourages innovative approaches to the most challenging issues confronting testing of future network centric systems. Under the T&E/S&T Program's NST Focus Area, the Government is seeking to identify and overcome Network Centric System Test c apability, technology and infrastructure shortfalls by making timely i nvestments so that the technologies required to create, manage, instrument, stimulate, simulate, and measure an operationally relevant Network Centric Test Environment will be available in the earliest practical timeframe. White Paper instructions are included as Attachment 1 to this notice. Offeror's are expected to submit individual White Papers, and may do so for up to one year from the posting of this announcement. However, offeror's are encouraged to submit White Papers within 45-days of this announcement to improve opportunities for funds availability. Once White Papers have been reviewed, NAWCWD will send out a Request For Proposal(s) (RFP) for selected concept approaches. The requested submission date for Proposal(s) is 45 days from the date of the RFP. NAWCWD reserves the right to select for award, all, some, or none of the proposals in response to this announcement. NAWCWD reserves the right to fund all, some, or none of the proposals received under this BAA. The BAA shall remain in effect for 1 year from issuance.
