Description
SPAWARSYSCEN Charleston intends to negotiate a sole source contract with STRATEGIC OPERATIONS INC, San Diego, CA, for the refurbishment of the CI/HUMINT Dam Neck Training Village at the Naval and Marine Corps Intelligence Training Center, at Oceana Naval Air Station Annex, Virginia Beach VA to be utilized for training purposes. Contractor shall provide interior and exterior fa??ade coverings for all eighteen (18) buildings in the CI/HUMINT Dam Neck Training village. Facades will mirror construction methods/materials found in third world construction, more specifically in the Balkans region. Exterior surface materials will be of expanded polystyrene foam board covered with a liquid stucco type product called Synergy. The interior walls and ceilings shall be covered with three sixteenths of an inch plywood. The following are requirements specific to the accomplishment of the work: EXTERIOR FINISH. Contractor shall apply modified expanded polystyrene foam directly on the existing building walls using enerfoam adhesive to hold it in place. The foam will be covered with a liquid stucco type product called Synergy. Decorative design will be supported by an artist drawing of the finished product. EXTERIOR CONTRACTOR FURNISHED MATERIALS. Contractor shall purchase, deliver, and set in place all props as outlined below: Provide exterior props to include but not limited to dilapidated cars, bicycles, trash containers, fencing material between residence buildings, awnings, flower planter boxes, piles of rubble, window dressings, exterior furniture, signage, banners as appropriate. The aforementioned materials will be strategically placed in conjunction with guidance from the requiring activity. The items will be placed in such a manner as to give the village a ???life-like??? setting and feel. Refurbishment must be completed no later than 29 June 2007 in order to meet critical scheduling for training requirements. A Firm Fixed Price type contract is anticipated. The applicable North American Industry Classification (NAICS) code is 611710 and the size standard is $6.5 Million. This notice is not a request for competitive proposals.
