- SMALL BUSINESS SET ASIDE. The Environmental Protection Agency (EPA) has a request for Support for Policy and Regulatory Development. This requirement is to provide support of regulatory and technical projects including the development, revision, analysis, and review of Federal rules (e.g., NSPS, MACT, OMTR, EIP, Acid Rain, CAM), Federal Implementation Plans and State implementation plans (SIPs). The Contractor shall provide this support both directly and indirectly through the use of technical studies, and shall collect and analyze data to evaluate the adequacy of these rules. Technical support shall include development of draft regulatory language, draft test methods, and draft monitoring and compliance systems. The Contractor shall collect, reduce, format, and report source emission data and compliance data. Activities shall include, but not be limited to the evaluation of such activities as compliance testing, compliance schedules, and installed or proposed control technology. The Contractor shall provide analyses and reports related to development of emission regulations and emission factors for criteria, hazardous, toxic and potentially toxic air pollutants from a variety of source categories. The Contractor shall provide technical support studies for and shall develop or evaluate Federal, State, local, and source-operated source-related monitoring programs. Activities shall also include, but shall not be limited to, technology design and operation, quality assurance, data reduction, development of customized databases, and statistical summaries. The Contractor shall provide technical support studies for, and shall obtain, evaluate, and present data and information concerning the compliance status of designated sources or source categories in support of agency compliance assurance programs and enforcement activities. The Contractor shall provide support to the EPA in a broad range of activities that need to be performed in support of permitting required by Titles I, III, IV, and V of the Clean Air Act. The Contractor shall develop draft procedures and guideline documents; provide technical assistance in the establishment of test method documentation, permit engineering systems, enforcement systems, data handling systems, and environmental audit systems; distribute technical information for clearinghouses; and provide technical services on VOC and special control technology problems including environmental assessment studies, summaries of stationary source emission limit regulations for the control of pollutants, and resource needs and usage. EPA anticipates the award of a cost-plus-fixed-fee level of effort type contract having a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty months. The contract, which will be awarded as a Small Business Set-Aside, will consist of 5,100 labor hours for each period for a total contract maximum of 25,500 labor hours. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The associated NAICS code is 541620 with a size standard of $6.5 million. The RFP will be issued approximately 04/28/07, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If after obtaining a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the RFQ is posted for any amendments. All responsible sources may submit a proposal which shall be considered by the Agency.
