- Description
- The National Institute of Standards and Technology (NIST), Acquisition Management Division, intends to award a sole source Indefinite Delivery Indefinite Quantity contract to the Linguistic Data Consortium, University of Pennsylvania, Philadelphia, PA 19104 for various activities within the NIST, and to support numerous evaluation efforts for several other Government agencies. The period of performance will be five years. The Linguistics Data Consortium (LDC) is a non-profit consortium organization of linguistics researchers with extensive proven experience in managing and supervising the production of linguistics data resources of the highest quality. LDC is the only source capable of performing this work at the quality standard and detailed level necessary to meet the standards of NIST, DARPA, NSA, and DTO research. LDC owns the distribution rights for a vast corpus of linguistic and multimedia data resources. LDC is the sole proprietor of the existing repository of data that the NIST also requires. This requirement will enable access to the data resources necessary for the NIST to administer benchmark evaluations for numerous computerized technologies in areas of speech and multimedia. The Contractor must create laboratory quality resources that are outside the mainstream marketplace for similar commercial quality resources. The requirements can be generally defined as: data collection; annotation; distribution; infrastructure ? the development of formal annotation guidelines and task specifications for performing data collection; annotation practice improvements; software development related technical infrastructure maintenance and upgrades, to maintain the quality of product and service required by NIST; a quality control plan for all work; training; and workshop participation. The Government intends to solicit and negotiate with a single source under the authority of FAR 6.302-1 Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. Interested parties capable of responding to the requirement may submit a capability statement specifically identifying their ability to accomplish this requirement. Responses are due within fifteen days after publication of this notice. Responses shall be reviewed solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition following consideration of responses to this notice is solely within the discretion of the Government.
