Description
The Department of Veterans Affairs Medical Center, 508 Fulton Street, Durham, North Carolina (DVAMC) intends to negotiate a sole source contract with Freeman Electronics of Greensboro, North Carolina to provide all labor and material to replace 20 existing VFD's with new ABB ACH 550 VFD's. The replacements for the VFD's will be ABB ACH 550's with electronic by pass function. This type and model drive is required for equipment standardization with other drives on the DVAMC property to reduce parts and service diversification, provide for consistent interface with the site wide energy management system (EMS) and is a proven device for the VA's specifications and extreme operating conditions. The ABB ACH550 VFD is the equipment that has been used to replace all other brands of VFD's on site. For purposes of standardization and consistency of equipment for repair parts, operational configuration and integration of subsystems to the energy management system, this is the desired replacement part. Freeman Electronics has the equipment on the shelf and will perform the installation with no interruption to HVAC service, perform certified start up and provide 2-year parts and labor warranty. There is no other vendor known who can perform this complete service. This procurement is being conducted in accordance with FAR 6.302-1, only one responsible source and no other vendor will satisfy agency requirements. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone request will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within seven (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements.
